Someone did an underwater video of it and it looks like someone cut the lining and pulled it up.
Otherwise, the algae is a problem that will take a while to solve. You have ro flush the pipes. Clean the water. Shock it. Repeat.
Its a giant standing body of water surrounded by parkland. It's always going to require maintenance to keep clean.

Two layers of industrial grade polyurea doesn’t just “fail” like this down to the concrete—esp when the edge is still in tact.

I am also a waterproofing estimator and project manager and I'm familiar with these products.
If the material was installed correctly and the material was not defective, there is no possible way someone cut a piece off the bottom.
This isn't open for discussion. It's a fact. It's also a fact that shit happens. Every construction company has had issues that needed remediation.
I couldn't find any record of anyone being arrested for damaging the membrane.

I spoke with Curtis Wood, owner of Atlantic Industrial Coatings, LLC, the company that received the no-bid contract to “fix” the Reflecting Pool. Here’s what he told me on our call:
- The Trump administration had already chosen the Rhino polyurea coating as their solution before Wood ever came on board, and his company was on a short list of recommended vendors (only one located east of the Mississippi).
- Wood says he never met Trump prior to the May 7 photo op, when Trump’s motorcade drove across the Reflecting Pool. He also couldn’t explain why Trump claimed Wood worked for him or called him his “pool guy.”
- When I mentioned the “American Flag Blue” coating contributed to the record-setting algae bloom as well as the hydrogen peroxide causing the polyurea to peel off the concrete, he became noticeably defensive.

I haven't paid attention to any of the details of that whole distraction, but if indeed Trump took the lead on this thing in terms of boasting about it, or micromanaging, etc. He again did this to himself. If the thing was a problem, he should have told the Park Service, "It's a focal point of our monument system, get the necessary experts involved and fix it" and the outcome is then on the competence of the Park Service.
