The 4x4 Health Workforce Reform is transforming medical education. Medical residency enrollment more than doubled. Midwifery training expanded from 72 to 1,050 students. Nursing programs grew from 648 to 2,374 students. We should learn to give credit where it is deserved. If we fail to acknowledge what has worked, we also fail to learn from it. Leadership grounded in ethics, consistency and accountability is rare, and when we see it, we should appreciate it openly. Regis Rugemanshuro is one of the few public leaders i have interacted with who demonstrates consistency between words and action. Politicians often say one thing today and change position tomorrow depending on convenience. But during the discussions and advocacy around the implementation of pension contributions in November 2024, he approached the issue differently. I remember clearly when concerns i raised together with businesses and employers who had not budgeted for the pension reforms. His response was practical and understanding. He acknowledged that many institutions had not anticipated the changes and assured stakeholders that government would provide a transition window. More importantly, he committed that those unable to pay immediately would not be treated unfairly. Instead of aggressive enforcement, there would be flexibility, structured payment arrangements and manageable interest provisions. My own institution only managed to clear the arrears during the difficult January–March period of 2025, this month and the system still remained reasonable and accommodating. That level of understanding matters, especially for CSO, SMEs and struggling businesses. Under his leadership, Rwanda Social Security Board has undergone visible transformation. An institution that many people once described as being in the “ICU” is now becoming one of the most dynamic public institutions in the country. Pension benefits for many retirees and dependents have improved, new social protection packages are emerging, digital services have expanded and customer service has significantly improved. RSSB is also investing strategically in national development through housing, real estate, healthcare infrastructure, and long-term investment projects that contribute to economic growth. The establishment of support mechanisms targeting SMEs and MSEs is another important step, although I still want to understand more about the accessibility and requirements of those programs. Beyond pensions, the institution has expanded health insurance coverage discussions and continues to innovate around social protection systems. When i asked how this transformation happened, the answer i got was simple; bold leadership. He plans, sets a clear agenda, hires capable people and is not afraid to act against non-performance. Most importantly, he makes decisions. Many public institutions struggle not because of lack of intelligence, but because of indecisiveness. Wishing CEO Regis Rugemanshuro and the entire RSSB team continued success. Hopefully we shall continue seeing more innovative and inclusive products such as Rama-Plus and Mutuelle-Plus that can further strengthen social protection and healthcare access for Rwandans.
