▶️If the Defence budget remains at 2.2%, we will need to make sacrifices or create another black hole of unfunded commitments.
▶️We need 2.5% just to deliver what we have already planned.
▶️What would an increase to 3% allow?
Modest headcount uplift for all three forces, investment in infrastructure, and focused expansion across key capability areas:
Royal Navy: 5 extra Type 26 frigates, accelerate AUKUS future SSN, 2 new LHDs / Commando carriers, and reinforce RFA. (Extra running costs of £2.5 billion per annum, and investment of £10-£12 billion spread over 6 years)
British Army: 220 Challenger 3s upgraded, 1,400 Boxers instead of 1,000, 600 new IFVs, 72 HIMARS, additional artillery systems, incl. air defence, investment in UAS, loitering munitions, and Bowman replacement. (Extra running costs of £3.5 billion per annum, and investment of £12-£14 billion spread over 6 years)
RAF: 20 extra Typhoons and 20 extra F-35s, 5 E-7 Wedgetails instead of 3, 12 P-8 Poseidons instead of 9. (extra running costs of £2.5 billion per annum, and investment of £12-£15 billion spread over 6 years)
Joint: re-shore key capabilities and roll-out Land domain, extend Shipbuilding / Submarine building, and Aviation industrial strategies.
▶️ An increase to 4% would allow all three forces to return to pre-2010 headcount levels, to invest in infrastructure, and expand existing capabilities further:
Royal Navy: Headcount 45-50K, Grow SSN fleet to 12 boats, new class of 12 light frigates, accelerate Type 82 Destroyer, and an MCM replacement vessel.
British Army: Headcount: 100K, generate three regular divisions instead of two, and equip them properly, re-organise the Army Reserve so that it provides a territorial defence force, and fully restore CS and CSS units axed in 2010.
RAF: Headcount: 50-55K, accelerate Tempest, more Typhoons (total fleet of 150), more F-35Bs, (total fleet of 150), possibly acquire F-35A (72), acquire more A400Ms (total fleet of 30-40) to replace C-130J, new trainer to replace Hawk, invest in V-280 Valor for both navy and RAF, acquire additional C-17s (second-hand if available) for total fleet of 12.
Joint: Full ballistic missile shield and infrastructure, Build supply chain resilience and ensure we build adequate munition stockpiles for all three services.
▶️ An increase to 5% is not needed unless we go to war.
Everything listed above would take 6-10 years to deliver. If we want to do it sooner, then think about 6% budget and buying what we can rather than what we want.
