HOW THE GATEKEEPERS TRIED TO KILL A VISIONARY ​1). 🚨📌 Imagine spending decades acquiring elite global knowledge, returning home to build institutions, winning state validation through highly competitive national scholarships, and climbing to the absolute peak of public service, only to be told your grandfather didn't stand in the correct geographical box in 1962. The targeted campaign against Dr. Muganga reads like a classic tragedy of African governance. It is a calculated hit job orchestrated by entrenched interests who cannot match his vision, using the oldest weapon in the book: xenophobic legalism. 2). 🚨📌 But history doesn't stop for small-minded bureaucrats. Every attempt to weaponize his identity only highlights the deep flaws within our current legal framework. This targeted attack has accidentally lit a fire under a massive structural problem that can no longer be ignored. The public fallout from this cabinet dispute will inevitably drag the entire region into the future, forcing policymakers to fast-track the EAC citizenship framework just to save the state from its own outdated laws.

If you look at the growth of Nansana Municipality in the last 2 years and compare with Mbarara...then just know they may hit 10bn while Mbarara may not even hit 6bn

I have noted that the figures for each Quarter are cumulative. Mbarara City collected Ugx5.7b in 2023/24. This is still lower than UGX8.6b collected by Nansana Municipality in the same period. Thanks @bensonahumuza for pointing this out. Verdict: Nansana Municipality still wins.

Hey @DouglasLwangaUg, a ministry is basically run by TWO sides: • The political leaders (Ministers) • The technical professionals (Permanent Secretaries, Directors, experts, engineers, accountants etc.) For example in the Ministry of ICT and National Guidance: • The Minister is the political head. They give direction, represent the ministry in Cabinet and Parliament, and make policy decisions. • The Permanent Secretary (PS) is the technical/administrative boss who runs daily operations and supervises staff. So the minister is not expected to personally know how to code, build systems or do all technical work. Their job is leadership, coordination, decision-making and learning from experts below them. That is why someone can lead ICT ministry even without an ICT background - as long as they can learn, listen and manage people well. Difference between the two: • Cabinet Minister = the main minister of the ministry • State Minister = assistant/deputy minister helping handle specific sectors Example: • Minister of Education = overall boss politically • State Minister for Primary Education = assists in that specific area And no, a minister’s role is not minor. Even though it is administrative, their decisions affect budgets, policies and a single signature from a minister can activate or deactivate a national project worth billions. Am keen on learning how ministry and ministers work. Beyond the titles how is the structure of a ministry? Who makes the decision, who is the boss? Example if you are heading Ministry of ICT and you have no background knowledge on the same, how do you navigate to lead the staff below you. Btw Whats the difference between state minister and cabinet minister? Av seen people say a ministers role is just administrative, so does that mean their role is minor? Must be hectic in the first year but exciting if you love to learn and are appointed. Anyone to educate the nation…… Thank you

Everyone is saying Mao was "played" by Museveni, but what if this was the intended outcome all along? The agreement was never about making Mao Speaker; it was about institutionalizing the Democratic Party into a harmless wing of the state. By running and losing badly, Mao officially closed the door on DP as an independent opposition force. It wasn’t a mistake. It was a deliberate liquidation of political equity.
