A TRIBUTE TO CHARACTER, HERITAGE AND THE NOBILITY OF THE BAR A Tribute to a Long-Standing Friend, Advocate and Rotarian, Owek. Peter Mulira. By Rotarian. Elly Karuhanga, Founding Partner, Kampala Associated Advocates. Peter belonged to a generation of lawyers who did not merely practice law, but lived it. He dressed like a lawyer in his ever present dark striped suits, always impeccably turned out, with tie, pocket handkerchief, and well polished shoes. Those who did not know him would often ask, “Who is that?” His appearance made a statement. Even before he spoke, he stood as an ambassador of our profession. Oh, how I and many others will miss him. We grew up in a time when the legal profession carried a certain nobility, where a lawyer was measured not only by intellect, but by character, restraint, and presence. I repeat, Peter lived that professional standard. He was a polished gentleman, thoughtful in speech, dignified in conduct, and always respectful in engagement. Soft and measured, he never needed to raise his voice to be heard, nor to diminish others to claim his place. His strength lay in quiet confidence and clarity of mind. He knew the law, especially land law. He knew history. He was deeply cultured and fearlessly fair minded. Beyond the profession, Peter imbibed and espoused the Baganda culture with pride and a deep sense of belonging. He loved the Kabaka, and the Kabaka loved him in return, appointing him to serve as a Minister within the Buganda Kingdom, an institution he cherished deeply. He carried himself with grace, yet remained accessible, politically astute, and respectful in his dealings. As a student vying for the Guild Presidency at Makerere University, I first encountered him at Kazzora and Company Advocates, where I had gone to solicit support from the erudite John Wyclif Kazzora in the company of my childhood friend Hon. Sam Kuteesa. Peter worked alongside our relative Charles Karuku, their senior clerk, and his friend, Advocate Prince Patrick Ruhinda of Ankole, both of whom were later tragically killed during the Amin era. Peter himself narrowly survived, having encountered the killers at the entrance of their offices, an experience that immediately drove him into exile. They were young lawyers, standard bearers of handsomeness, smartness, and fluent Queen’s English, operating with a certain pomp and circumstance under the leadership of John Wyclif Kazzora, a lawyer of rare class. They supported my campaign, and from that moment, Peter and I connected, and remained so. In this moment of loss, I extend my heartfelt condolences to his dear wife Diana and his children, to his brother, my friend, Hon. Ham Mulira, and to the entire Mulira family, especially those he inspired into the legal profession, including my classmate the late Michael Mulira and his outstandingly beautiful sister the late Eva Mulira. The name Mulira is deeply rooted in Uganda through their father, the late Eldad Mulira, an icon in his own right. I am glad to see that his children, grandchildren, and great grandchildren continue to carry the flag of their heritage high. We all wish to see this endure, do we not? I had the privilege of meeting both of Peter’s parents when I visited their home near Mengo with my mother in law, Aunt Betty Kanyamunyu, whom I later learned was related to Mrs. Rebecca Mulira. Their home was unforgettable. I had never seen such a vast and rich library in a private home anywhere. Truly unforgettable. As active Rotarians, we also shared a connection through his uncle, the late George Kasedde Mukasa, a pillar of the Rotary Club of Kampala and a triple Paul Harris Fellow. Peter’s passing is not only a personal loss, but also a moment of reflection for our long standing friendship and for the profession we hold dear. It behooves all of us to remember what we stood, and still stand for and what we must strive to preserve.

Today, I celebrate one of our own, one I have called 'Moto Boy" since high school, Dr. Okello Clement, for leading the first successful bone marrow transplant in Uganda and across East Africa. A historic milestone for our country and region right here at the @UgandaCancerIns in @MulagoReferral From the scenic Abim in Karamoja to the forefront of medical innovation, his journey is a powerful reminder: Talent is everywhere. Opportunity is not. Karamoja continues to produce brilliant minds. What many of our children lack is not ability, but access to quality education, mentorship, and the right support systems. As we celebrate this breakthrough, it also affirms what is possible when we invest in our people, strengthen our health systems, and support medical research. With the right commitment, many more Ugandans can rise to transform our nation and beyond. With International Labour day closing in in two days, @KagutaMuseveni @NRMOnline should consider a honourable medal and mention for Dr. Okello. @JaneRuth_Aceng @MinofHealthUG this falls in your health docket, while our own @EstherAnyakun should take pride in the kind of labour and technical resource we have unearthed-worth celebrating! David Chandi Jamwa Born in Tororo in 1971 to Amos and Tezira Jamwa. His mother was a politician and a former MP of North Budama West. His father was a business man. Jamwa graduated from Makerere with a bachelor of commerce degree, he is also a certified stockbroker from mercantile exchange for commodities and materials in kampala. He became a certified public accountant of Kenya and Uganda. Career; • He joined Pricewaterhouse Coopers in 1993 as an Audit Assistant and he rose through the ranks to become a manager in PWC Tanzania. He was further promoted as Senior Manager in PWC London. He returned to Uganda as Managing Partner. While at PWC he is fondly remembered as someone who didn't entertain fraud, he also mentored many young managers. • In October 2006 he was appointed the MD of D.Craven consulting offering advice to several financial institutions. Under instructions from President M7 Jamwa led an independent investigation into the student unit cost at Makerere University. It is rumoured that this is when the President got to know how brilliant and knowledgeable he was. • In February 2007 at only 36 years old he was appointed as NSSF managing director by the then Minister of Finance Ezra Suruma. Mondo Kagonyera was also appointed as deputy MD. Key Projects; No doubt Jamwa inherited a troubled and deeply stained institution • Jamwa undertook an organisational restructure, mainly in operations. He required all officer positions to be filled by only degree holders. He generously compensated the affected staff. He also opened up new branch offices across the city and upcountry a move aimed at bringing services closer to members. •Pension tower construction, under his tenure, the construction of the NSSF pension tower in Kla was initiated. • There was increased monthly contributions from 13bn to 15bn. • There was also vigilant enforcement. The fund growth was largely driven by a more proactive approach ensuring all eligible employers remitted contributions. There was also more sensitization for workers about the importance of saving with the Fund. • Their were higher benefit payouts and faster processing of benefits as a result of streamlined verification processes. • Temangalo Land Project; NSSF purchased 414 acres of land in Wakiso from security Minister Amama Mbabazi and business man Amos Nzeyi for 11bn shs. Shortly after the Temangalo Land was purchased, allegations of corruption and irregularities came up. A forensic audit by KPMG was ordered by Ministry of Finance and the IGG. A forensic audit by KPMG revealed that Jamwa spent considerable funds on personal expenses including gambling in American casinos and taking a huge salary advance. The audit also revealed that the Temangalo price was inflated and that the purchase was also influenced by politically connected figures. The audit also confirmed that Jamwa caused financial loss to the fund when he sold NSSF Treasury bonds to crane bank 31 days before maturity causing a financial loss of 3.1bn. Jamwa and Mondo were consequently fired from office. And Jamwa was charged on more than 3 counts in the anti corruption court. He was sent to Luzira on remand. In court Jamwa was before Justice John Bosco Katutsi, a judge well known for his extinctness. Katutsi sentenced Jamwa for 12 years and also barred him from serving in any public office 10 years after his sentence. Jamwa through his Lawyer David FK Mpanga appealed the decision, the court of appeal delivered a judgement read by Justice Kenneth Kakuru on behalf of a 3 member panel, Justice Rubby Opio and Justice Steven Kavuma who is said to have had a descenting judgement, upheld Jamwa's sentence. He was later pardoned by the President in 2024. Anyone who worked under Jamwa's leadership in the fund will tell you that he was the best MD NSSF ever had. A very brilliant man of all seasons. Mention HR, IT, Investments,Audit, operations, estate management he knew it all. Jamwa was very knowledgeable.

Leonard Mpuuma; Mpuuma was appointed as NSSF MD in January 2003. He had previously served as the Chief Finance Officer of the fund,a position he held since 1999. Key Projects under Mpuuma; • He embarked on procurement of a new system to automate core processes like Member, Registration, Contribution collection and Benefits payment. • There were increased member returns. Interest went up to 6% from 4%. • The funds investment base grew to 303 billion with a 500 billion projection in 2005. • Under Mpuuma the fund's strategy was shifted away from renting properties. Instead he injected $7million into the mortgage sector to help workers buy houses through financing arrangements. • Workers house was finally completed in 2003 under Mpuuma. • Nsimbe Housing Estate a $225 million pilot project with 5,000 houses aimed at solving the real estate crisis in Uganda. NSIMBE PROJECT: This was a joint venture between NSSF and Mugoya estates owned by James Isabirye Mugoya a Ugandan business man based in Kenya.The plan was to build 5,000 low cost affordable houses. The land was located in Mpigi along Masaka road and it was 423.6 acres. As always, the Nsimbe joint venture came under the spotlight as a legal illegality. It was alleged that the deal was invalid as it lacked approval by the Attorney general. It was also said it lacked competitive bidding, and that there was massive overpayment to developers. The IGG investigation revealed that there was corruption and lack of a feasibility study noting that 6.8 billion was paid to the developer, while the work that was done was worth only 1.2 billion. The IGG investigation also revealed the land was over valued by 4billion shs in favor of Mugoya. The IGG further revealed that Mpuuma received a $350,000 bribe from James Isabirye Mugoya to influence the joint venture Following the IGG's investigation Mpuuma and the NSSF boar chairman Onegi Obel were fired. Mpuuma was later charged with abuse of office, causing financial loss and soliciting a $350,000 bribe. He pleaded guilty and he was ordered by court to pay 100million shillings with in a month or go to Jail. He later paid $50 million and didn't see a day in jail. In a twist of events, the minister of labour Zoe Bakoko Bakoru was also charged together with Onegi Obel. Who is Zoe? Zoe Bakoko Bakoru was born in 1954 in Arua. A nurse by profession, she began her career at Yumbe hospital before becoming the district nurse at Arua hospital. She later transitioned into politics, serving as woman MP for Arua and later becoming MP for Ayivu county. It is then that she was appointed by President as Minister for gender,labour and social development. She was overseeing the operations of the fund. When Zoe was charged she was shocked, she claimed she had earlier blocked a deal worth 8billion shs a move she said saved workers money. In the moment of rage and anger Zoe went ahead and revealed that at least $5million was being siphoned every month by members of the first family from NSSF, specifically naming Salim Saleh. An arrest warrant was later issued for her arrest by Buganda Road chief Magistrate Margaret Tibulya. Instead of going to Luzira, Zoe sneaked out of the country to the United States where she sought asylum claiming her life was in danger. She stayed in the US for over 15 years until she decided to come back home after President M7 had pardoned her. She was living in Gulu at Salim Saleh 's residence for a while. She was vying for the Ayivu county MP in the most concluded elections, she lost. she is currently an NRM mobilizer.

In 1997, a 34-year-old man bought a dying bank. He turned it around in seven months. Eight years later, he merged it with one of Nigeria's oldest banks. Today, that bank is worth over N2 trillion. His name is Tony Elumelu. And this is how he did it. Tony Elumelu was 34 years old. Most people his age were still trying to figure life out. Meanwhile, he was about to buy a bank. Big boy purchase kind of thing. Oga Tony didn't go for just any bank oh. He went for a collapsing bank. Motivation surplus for bros. Crystal Bank Limited was technically insolvent, broke and finished. The kind of bank where customers were running away and staff were updating their CVs. Unto say matter don red. But Elumelu saw something nobody else saw. While others were looking at the losses, he was looking at the potential. He bought it in 1997. Renamed it Standard Trust Bank (STB), and became one of Nigeria's youngest bank CEOs at 34. People think say senior man don dey kolo. "Why would you buy a dead bank?" Elumelu didn't answer them. He just went to work. Within a short time after taking over, he and his team had transformed Crystal Bank from loss to profit. But bros wasn't done. He had a bigger vision. While other banks were clustering in Lagos and Abuja, Elumelu took STB to places nobody wanted to go. Small towns in states that people ignored. He built branches where others saw no opportunity. By 1999, when Nigeria returned to democracy, STB was already positioned to provide financial services to state and local governments across Nigeria. Something I call SIC. Strategic. Intentional. Calculated. Within a few years, STB had become one of Nigeria's fastest-growing banks. From a collapsing bank to a powerhouse. All because one man saw what others couldn't see or were scared to execute. But the real story starts in 2005. The Central Bank of Nigeria had just mandated all banks to increase their capital base or merge with bigger banks. Smaller banks were panicking. Bigger banks were circling like vultures, looking for whom to swallow. Elumelu made a move that shocked the entire banking industry. Standard Trust Bank, the bank he had built from the ground up, merged with United Bank for Africa (UBA), one of Nigeria's biggest and oldest banks established in 1949 and incorporated in 1961. This wasn't a small move oh. It was the largest merger in sub-Saharan African banking history at the time. Two giants becoming one. A balance sheet of over N600 billion. Over 2 million customers. Over 400 branches. E chokeeee. Money na 💦 On August 1, 2005, the new UBA was born and Tony Elumelu became the Group Managing Director. Most people would have stopped there. Elumelu was just getting started. He took UBA across Africa. Benin, Burkina Faso, Cameroon, Congo, Cote d'Ivoire, Gabon, Ghana, Kenya, Tanzania, Zambia, Uganda. Today, UBA operates in 20 African countries plus offices in London, Paris, New York, and Dubai. From a single-country bank to Africa's global bank. In just a few years. Doings get levels normally. Today, UBA's total assets are valued at over N31 trillion. Market cap over N2 trillion. Over 45 million customers worldwide. Over 25,000 employees. The small dying bank Tony Elumelu bought in 1997 is now one of Africa's most valuable financial institutions. Story don end. INALEGWU

Mbu she is lazy someone must have dragged her to the gym. When all the time I was with you I was the only one working and you were a jobless stay home boyfriend. In that state where I had to juggle three jobs (locums) balance my ka salary in Kampala to take care of everything including you, how did you expect me to get the 300k for gym monthly subscription? Again mbu she likes stealing from men, when for all the time I knew you you have never held a million shillings at once nga zizzo, but I was there coz l believed in love and us. Eilh I know am not perfect but bro should have mentioned that even the last Samsung phone he held I was the one that got it for him coz l wanted to improve communication after we got back together but he didn’t have one. When I lost my job, I experienced the brokest days of my life with but didnt leave, instead planned things like joining the forces with when things felt so hard. And when you come back after over a year of not talking, you keep talking of making babies without mentioning anywhere what plans you got for making things official. And having known your history (two baby mamas) I decide to protect myself from that by saying that is not happening till after the white wedding, instead of raising the bar you raise emotions and threaten to spoil my name. Ofcourse you could only spoil a name that you knew exists. End.
