Force majeure is a standard contract clause that excuses both the Iraqi government/state oil company and the foreign operators from breaching contracts. Neither side has to pay damages, penalties, or compensation for failing to produce or lift/deliver the agreed volumes. Without this declaration, companies could face lawsuits, compensation claims, or financial hits from buyers expecting oil that never arrives.
