yes, many techniques have been documented. Low tide is a major factor and much of the work is only performed then, using precut large blocks placed as foundations, all sorts of different anchor methods have been used, mostly driving pilings of various sizes and materials, hydraulic cement that sets underwater and sometimes they use mechanisms that basically create a dam around whatever you are working on. Lighthouses were vital before radar, gps etc. but the stories of lighthouses and their keepers often read like horror/survival tales, definitely not for the feint of heart
i'm in St Augustine Fl and we have had many generations of lighthouses here, i'll include their page.
