He needs to know that his legacy is FOREVER TIED to this bill. If it passes, he is a legend. Forever. If it dies, he is a dismal failure. Forever. No "budget reconciliations" to get the vote to 50 which would bloat the deficit and/or be rejected under the Byrd Rule. No invoking cloture to "get Democrats on the record." That is all utter nonsense. Strictly enforce the 2-speech rule for bills returning to the Senate. That is all that needs doing. If Senators and the public share the message that SAVE America, for better or worse, is his legacy he will come around.
