the toes move (and are accentuated by the sound effect), its just with them being so small, it happening so fast and the toes being the only form of motion for effect, it makes it look like nothing's moving if you don't pay attention

@FoxyJamz @GundamIsHere I will say, based on all the smiles I've seen from him, this does look a little more natural.. but notice the shift on this example from Jonathan Frakes. Classic squint as the mouth smiles.
Maybe he just needs some formal acting lessons.
