There's a really interesting point buried in here - which is about what counts as private. To most people on Twitter Dot Com, their tweets are never seen by anyone beyond their immediate social circle. Opinion formers do not tend to understand this because they by definition have significant followings, so every tweet is naturally going beyond their immediate social circle. To someone with hundreds of thousands of followers, of course Twitter is a public forum. To someone whose tweets are never seen by anyone other than their mates, it doesn't feel quite so public. Then there's the even-less-public level of replies to tweets. Sure accessible by anyone but almost never thrown up in people's algorithmic news feeds. Of course, it's abundantly clear that people say things down the pub that they wouldn't in formal or more public communication. What isn't so clear is whether a twitter account with a hundred or so followers is more akin to down the pub chatter than formal political communication.
