Fellow Kenyans, Today, I bring you my findings having completed my review of @Machakos_Gov's rendezvous with your money. And today’s main message is, “when you play stupid games, you will win stupid prizes”. Before we start, I want to apologize for bringing you these very bad news that I am about to deliver to you. I really mean it. Especially on a Sunday. I am on record saying that when I run into good news in my research – I will be the first person to bring it to you. When I do. But I have not ran into any good news so far – after all the counties I have covered. I want to start by introducing you to the state of affairs in Machakos County. Please take a look at Picture number 1. What you are looking at on that first picture, is the Governor’s Residence in Machakos County. That residence, apparently cost KSH 512,266,117. You can thank Alfred Mutua for that amazingly prudent use of scarce resources in the County of Machakos. Now, please take a look at Picture number 2. That picture shows the mansion of Mr. Urbanus Wambua Musyoka’s mansion under construction. Who is Mr. Musyoka? Mr. Musyoka was a County Executive Committee (“CEC”) member – sort of like a minister in the County Government of Machakos, appointed by none other than @DrAlfredMutua. As you look at that picture, please consider that a CEC in Kenya earns around KSH 400,000 – gross income. Before “marupurupu”. Even if you assume for a second that this gentleman was not required to pay any tax – he could not afford to have that kind of property. But Mr. Mutua’s CEC appointee can afford to have that kind of property. Mr. Musyoka’s is under investigation for theft of KSH 548,250,106. That is the kind of money that an individual you have never heard of can steal in Machakos County, working under the tutelage of @DrAlfredMutua. Now, please turn to the third picture. That picture shows you the Texas Governor’s mansion. With that in mind, consider this: Texas, one of the wealthiest states in the US – has an economy that is USD 2.4 trillion. With a T. Machakos on the other hand, has an economy that is USD 3.1 billion – with a B. That is to say that the economy of Texas is 774 times bigger than the economy of Machakos County. If I did not tell you that the first picture represents the Machakos County Governor’s mansion, I bet you that you would have thought that it is the Texas Governor's mansion. I mean – it would make sense that a state with an economy that is 21 times bigger than the entire economy of Kenya, and 774 times bigger than the economy of Machakos County would be ok with splurging on the Governor’s mansion. It can afford it, right? But that is not the case. Because, as I have told you ad nauseam, government in Kenya exists for one reason only – to serve our shamefully corrupt politicians. I cannot make this any clearer. You don’t believe it? Please watch the clip attached here as the fourth attachment. The stories you here on that clip, about crumbling healthcare services in the county, give you a taste of what it means to live in a County that is so mired in corruption, that it is sometimes difficult to articulate. In County hospitals – there is no medicine. No clean drinking water. Sometimes, no doctors. But the county can afford to spent over 500 million for the County Governor’s mansion. And then, it spends another KSH 136,144,899 for – get this – the Governor’s “Lodge”. The KSH 500 million palace you see in the first picture won’t cut it for @DrAlfredMutua and @Wavinya_Ndeti. They must have a lodge costing KSH 136 million. At this point – you might think that you have an idea of the situation in Machakos County. Just from the above information. You are so naïve. I would like to tell you, politely, that you have absolutely no idea what is going on. Sit down, sit back, and get ready to be angry and shocked. The two worlds you see in the pictures and the video – exist in parallel – in the same county. It is what devolution means for us, in this country, in 2025. Before we go too far, let’s put some figures on the table to frame the discussion as always (based on FY2022-2023 Data) 1.4 million. This is the population of Machakos County. KSH 257, 025. This is the annual income of the average citizen of Machakos. The average citizen of is making just over KSH 21,000 per month – before they pay taxes. 36%. This is the poverty rate of Machakos County. This means that 500,000 residents of Machakos County have a really difficult time affording two meals a day. KSH 12 billion. County budget is approximately KSH 12 billion. KSH 12 million: Governor’s Income, before benefits. This translates into an income that is 47 times the amount the average citizen earns in Machakos County. Number of MCAs: 61 1 billion. The local County Assembly costs approximately KSH 1 billion annually. In the last 3 years, the County Assembly has consumed about KSH 3 billion from the budget. 0.004%. 61 MCAs, who make up only 0.004% of the entire population of the county, consume KSH 1 billion of the County budget annually, or 8.0% of the County budget. 0.004% eating up 8% of the budget. 6,743 – this is the number of people employed by Machakos County. This, in a population of 1.4 million, translates into about 0.5% of the population. Ok? The total number of people who work in the County Government is just 0.5% of the population. Remember this number, for a very good reason. KSH 1.6 billion. The County of Machakos spent at least KSH 1.6 billion in travel in 2020, 2021, and 2022 alone. In just three years. Please note that in most years, the amount spent on travel is 4, 5, or 6 times the amount the county spends on bursaries/education – for the entire county. For example, in 2022-2023 – the County spent KSH 527 million on travel – including KSH 62 million on foreign travel. You know how much it spent on bursaries/education that year? KSH 80 million. KSH 172 million. The County of Machakos, in just 2022-2023, spent KSH 172 million for cars/mortgages for MCAs and the Governor. In one year. So, in other words, the Governor of Machakos has an income that is 47 times higher than his/her citizens. He/she gets a mansion worth KSH 512 million. Then a lodge worth KSH 136 million. Then KSH 172 million is set aside for luxury cars – in one year. What the heck is wrong with us in this country? Seriously – who cursed us? I digress. KSH 343 million. Between 2020 and 2022, the County spent at least KSH 343 million pampering its executives and MCAs with food and drinks. Catering. And in this period, the county spent just KSH 80 million on education/bursaries. In a county with 1.4 million people. For every shilling the county spends on education, it spends almost 6 on travel. And for every shilling it spends on education, it spends over 4 on catering for politicians. In a county with 500,000 who cannot afford two meals a day. Ladies and gentlemen, these are the facts, and they are not in dispute. In my analyses, I often remind you that the ultimate question that we are trying to answer is indeed a simple one – who is the government serving? Is it the average citizen, or is it politicians? This question cannot be simpler. It cannot. I have also told you so many times – that governing is about priorities. That public service is about putting the public good above one's own interests. You see – our politicians are confronted with two simple choices, in their positions of power. And these choices are: do we buy champagne for a few of us, or get clean and safe drinking water for all? Those are the choices, ladies and gentlemen – and this dichotomy of choices could not be further from being tricky. Our politicians invariably choose champagne for the few. To hell with the peasants. Above, you see misplaced priorities. You see a system so corrupt – that it is in my view beyond redemption. But the story of Machakos is not just about misplaced priorities – not by a long shot. Look at the following utterly disgusting findings. As you read each of these findings – please keep in the back of your mind, the cries you heard in that video about the utterly shambolic state of hospitals in Machakos County. Remember that hospitals don’t have medicine or equipment. And then remember the ridiculously flamboyant Governor’s residence that cost KSH 512 million. And the mansion that Mr. Mutua’s CEC is building for himself – at the expense of citizens in that county that are making KSH 21,000 per month, before taxes. Summary of Audit Findings – Machakos County 2022-2023 KSH 1,015,816,133 in cash cannot be reconciled. KSH 1 billion in cash cannot be traced or be accounted for. Missing. Gone. KSH 401,055,262. The county says it spent KSH 5.5 billion on salaries, but can only account for KSH 5.1 billion, meaning KSH 401,055,262 cannot be traced. No names of people that were paid, pay slip data, addresses, or anything. KSH 401 million is gone. KSH 245 225,474,286. County bank accounts with a balance of KSH 225,474,286 were not disclosed by the county – until luckily the auditor discovered them. Meaning that, if the auditor did not flag them and identify them, this cash could have been stolen outright. KSH 369,359,599. The county claims to have made a journal entry to correct “past errors” in the amount of KSH 369,359,599 – but it cannot explain what the error was or provide any support to justify the entry. KSH 67,574,700. The county claimed to have spent KSH 67,574,700 on “goods and services” – but could not provide even one receipt for the “expenses”. KSH 160,641,571. During the year, the county invented “KSH 160 million” in pending bills that never existed before. And they have ZERO documentation to substantiate the claim. KSH 1,376,459,460. The law says that county governments cannot spend more than 35% of their budgets on salaries. Machakos County in this year spent 47% of the budget on salaries. By so doing, the county stole, misappropriated, and diverted KSH 1,376,459,460 (KSH 1.37 billion) from serving citizens, into the pockets of a few county fat cats. Please make sure you understand the impact of this behavior here. I told you above that out of 1.4 million citizens in the county – only about 6,700 or so are employed by the County Government. That is about 0.5% of the entire population. Our law tells the counties not to spend more than 35% of the budget on their employees – who invariably make up between 0.5% and 1% of the County population. Which is already unbelievably generous. Imagine working in a company that has 1.4 million people, and then find out that 0.5% of this number is allowed to take 35% of the entire company’s revenue home in salaries. You would be shocked, am sure. Well - in our government – the situation is actually worse. When Machakos County breaks this law and spends 47% of the entire budget on 6,700 people – or 0.5% of the population, do you see the problem? 0.5% of the population eats close to 50% of the KSH 12 billion budget. This diverts – in this year alone – KSH 1.37 billion that should be used to provide medicine in those hospitals you saw on the video. That money should be used to get an extra doctor or nurse there. Or acquire medical equipment to serve citizens. But given the corruption and incompetence of people like @DrAlfredMutua and – that amount is sent to the pockets of a few people – at the expense of everyone else. If you do not take anything else from this analysis today – please take this with you. 90% of problems we face in this country can be fixed by voting for the right people. As opposed to criminals. As opposed to thieves. As opposed to people who have stolen from the average citizen every single time, they are given an opportunity to serve. And – while our situation is dire in this country – we hold the keys to our salvation. We do. We can solve this problem. Can. Will we? You and I must decide that. But let’s going. KSH 399,640,361. The county awarded a contract to a local contractor to build a facility in 2018. To this day, the project remains unfinished, and the contract was illegally awarded. KSH 400 million down the drain. Summary of Audit Findings – Machakos County 2021-2022 KSH 607,769,485. The county “outsourced” KSH 607,769,485 in legal expenses – despite having a county attorney and could not provide any evidence of the services. No cases, invoices, or anything to justify the expenses. Illegal and sham tenders. The county advertised a tender for a project. It received 3 bids – and the lowest bidder at KSH 2,739,485 was announced as winner. 3 days later, the “win” was cancelled. The county then did not advertise the tender but issued the contract to a new contractor for KSH 8,125,551. Welcome to Machakos County. Get this: the County of Machakos has no authority to build airports – that is not a devolved function. In fact – the County has nobody who is qualified to speak about, or even attend a discussion about aviation or building of an airport. But that did not stop the county from “issuing a contract” to some shadowy people for “consulting services” to see what kind of airport it can build. Cost? KSH 26,727,576. Did not stop there. The county issued a contract for KSH 25,167,920 to another shadowy firm for “consulting services” to see what kind of “dual carriageway’ the county could build – EVEN THOUGH the county has no authority to build a carriageway. This is not a devolve function. I leave it to your imagination to ask yourself why the county is paying KSH 25 million and KSH 26 million for “consultancy services” for proposed projects that will never be built or materialize since they are not county government functions. The County through the Department of Tourism and Sports entered into a contract for “Designing and building of Masii Stadium” at a contract sum of KSH 49,045,478 in 2018/2019. The “winner” failed to complete the project and contract was cancelled after the county paid and lost KSH 4,705,280. The County through the Department of Tourism and Sports entered into a contract for “Designing and building of Mavoko Stadium” at a contract sum of KSH 49,906,656 in 2018/2019. The “winner” failed to complete the project and contract was cancelled after the county paid and lost KSH 4,873,680. The County through the Department of Tourism and Sports entered into a contract for the “designing and building of Kinyui Stadium” at a contract price of KSH 49,906,656 in 2018/2019. Contractor abandoned the project after being paid, and project remains incomplete. In 2018, the county awarded a contract to a local company for the construction of Mumbuni Earth dam for KSH 68,414,880. Contractor walked away and never completed the project. No citizens have benefited from the KSH 68 million spent on the project. County awarded a contractor a project to build a building for KSH 394,999,999 in March of 2018. The contractor abandoned the project after receiving KSH 176,375,021. No citizens have benefited from the KSH 176 million spent on the project. County awarded a contractor a contract to build a “facility” in March of 2018 for KSH 55,495,944. Project was to take 5 months. The contractor abandoned the project after receiving KSH 10,923,904. No citizens have benefited from the KSH 10.9 million spent on the project. County awarded a local contractor a contract to build toilet facilities for KSH 55,435,741 in March 2018. Contract was to take 5 months to complete. After county paid KSH 9,125,959 the contractor walked away, and the project was never completed. County awarded a local contractor a contract to build a “public beach” and swimming pool for KSH 37,585,666 in March 2018. Contractor then abandoned the project. County awarded a local contractor a contract to build staff houses for KSH 12,545,783 in June 2019. Contract was to take 26 weeks to complete. Contractor then abandoned the project. County awarded a local contractor a contract to build toilet facilities at Matuu County Offices for KSH 2,877,150 in June 2019. Contract was to take 26 weeks to complete. Contractor then abandoned the project. At this point you may be wondering – just what the heck is going on with these contracts? How is it possible that contracts are awarded – and then people take money and walk away? Let me help you. In my research, I have found out that, in our government, almost every single contract is issued to companies that should not be getting contracts. This is how it works. There is a contract to build a road. Caroline Mutua is sitting at home, sometimes even abroad. She has never built anything – in fact, she may be a nurse. She does not have any formal legal entity, but she has been approached by people from government, and told that she can bid on this project, and after (not if) she is awarded the contract, she can find someone to take on the project, and split the proceeds of crime with everyone involved. She is able to submit the bid using a “stranger company” formed just 3 months ago – which has never done business, often does not have any assets or people, and often no bank accounts. The result of this is that (1) Kenyans lose value for money. If the initial contract was for KSH 400 million, and now there are 10 people involved, and these people “eat” KSH 200 million – Kenyans will be very lucky if we get a road worth KSH 200 million. (2) Honest people find it difficult to compete. When an honest business puts forward an honest bid – and is then cheated out of a contract that is awarded to a criminal enterprise, honest businesses cannot survive. They just can’t. The example I just gave you is not a hypothetical – it happened. Amounts and names changed for privacy purposes – but it is a true story. Summary of Audit Findings – Machakos County 2020-2021 KSH 23,618,845. County claimed to have spent KSH 23.6 million for vehicle maintenance – but could not provide any documentation to support the expense. In its financial statements, the county excluded assets of undetermined value which were inherited from defunct local authorities in the County. Further, the County Executive did not have in its possession title deeds, logbooks and other ownership documents for parcels of land, motor vehicles and other property for the inherited assets. Effectively – assets that could be worth billions of shillings have now disappeared – without a trace. Vehicles. Land. Buildings, and other assets. Listen to this: Machakos County “awarded a contract” for the construction of Kyeleni earth dam and Muri Farm water treatment facility, at the cost of KSH 117,569,358 and KSH 18,057,600, respectively. Documents provided in respect of the dams revealed that Management had over the years constructed 4 water treatment facilities, 374 earth dams and 633 boreholes. However, details and documents such as plot numbers and title deeds for the land for the water facilities were missing when requested. Management explained that these facilities were on private land. Please understand what is happening here. The auditor looks at this fact pattern and says – something isn’t right here. Too many dams, too many water treatment facilities, and boreholes. The auditor says – show me. Show me these dams, water treatment facilities, and the damn boreholes. Where are they? What does the county do or say in response? It tells the auditor that, there is a bit of a problem. And the problem is that it cannot show them the boreholes and treatment facilities, BECAUSE they are all on “private” land. Think about what this means. In one year, the county is claiming to have spent KSH 130 million on boreholes and dams. The auditor notices that every year, they have been seeing such kind of expenses and starts thinking that these may be fictitious or fraudulent transactions. When they demand evidence – the county tells them it cannot show them these things because they are on private land, which they don’t access to. That is Machakos County Government for you. KSH 175,768,131. The county, despite having a legal team (such offices generally cost over KSH 200 million per year), claims to have paid KSH 175.7 million to legal firms for legal services. Problem is, they have ZERO contracts, invoices, or fee notes. None. KSH 1,268,090,159. The law says that county governments cannot spend more than 35% of their budgets on salaries. Machakos County in this year spent 47% of the budget on salaries. By so doing, the county diverted from K SH 1,268,090,159 from serving citizens, into the pockets of a few county fat cats. Remember – the entire county has a population of 1.4 million, employs about 6,700 people – less than 0.5% of the county, but spends 47% of the budget on this 0.5% of the population. Project Failures and Stalled Developments 11-storey building: KSH 399,999,999, stuck at foundation level. 12-storey building: KSH 394,999,999, abandoned at 45% completion. Mumbuni Earth Dam: KSH 75,156,480, terminated at 90% completion. Public Area Facility: KSH 37,585,666, abandoned at 70%. Community Recreation Centre: KSH 55,435,741, abandoned at 10%. Just on these 5 projects, over KSH 900 million has been wasted. Nobody in the county has benefited from this investment. Non-Operational Boreholes: 139 boreholes were non-functional due to lack of equipment, repairs, or being dry. Grounded Vehicles: 16 county vehicles and 3 drilling rigs were grounded, including a stolen vehicle with no insurance claim. Unauthorized Payments: KSH 408,453,997 awarded in court cases due to non-payment of legal fees. Because the county’s management is so shoddy and unorganized, this has led to late payments for services, and lawsuits. In this year, the county lost KSH 408 million through fines and penalties. Summary of Audit Findings – Machakos County 2019-2020 The county claimed to have spent KSH 48,475,040 on Construction Materials and Vehicle Spare Parts. When asked for documentation, such as invoices, receipts, and confirmation of use – it had ZERO evidence. Procurement and Project Failures and Stalled Construction Projects: Masii and Mavoko Stadiums: Contracts of KSH 49,045,478 and KSH 44,616,635 abandoned. Kenya Urban Support Program (KUSP): KSH 718,034,486 delayed, with incomplete projects. Idle Fire Station: KSH 39,222,016 spent but non-operational due to lack of power connection. Governor’s Lodge: KSH 136,144,899 awarded despite a previous KSH 512,266,117 office. Irregular Procurement Practices: Contracts awarded without technical evaluations for hospital renovations totaling KSH 37,123,987. Cleaning services contract of KSH 30,000,000 extended illegally. Laundry services worth KSH 7,877,376 procured irregularly. KSH 972,904,878. The law says that county governments cannot spend more than 35% of their budgets on salaries. Machakos County in this year spent 43% of the budget on salaries. By so doing, the county diverted from KSH 972,904,878 from serving citizens, into the pockets of a few county fat cats. Summary of Audit Findings – Machakos County 2018-2019 KSH 991,164,852 in special purpose accounts omitted. In other words, the county was caught with almost 1 billion shillings in accounts that it had not declared. There is no telling what could have happened with that cash, had the county been successful. Substandard Infrastructure: Machakos Stadium Running Track: KSH 37,946,172, worn out within a year. Public Facilities: KSH 37,585,666, only 50% completed. KSH 536,390,838. The law says that county governments cannot spend more than 35% of their budgets on salaries. Machakos County in this year spent 39% of the budget on salaries. By so doing, the county diverted from KSH 536,390,838 from serving citizens, into the pockets of a few county fat cats. Ladies and gentlemen – I need you to trust me on this. We do not have enough time of space on X to go through everything I discovered while researching the debauchery taking place in Machakos County. I spent days trying to shorten this write-up just so I can publish it. I have deleted many things I wanted to report. I am certain that much of what you read is terrifying. If there is one thing that should absolutely torment all of our souls, is the fact, in this country – when you hone your skills, as it were, as a thief of public resources – you become embraced and promoted to higher office by @WilliamsRuto . Today – the mastermind of the debauchery you read about is a significant “shareholder” of @WilliamsRuto's Government of Thieves, By Thieves, and for Thieves. You know who is next in line for a CS position, right? You have heard me say that 90% of our problems can be fixed just by electing the right people into office. I really mean it when I say that. As you will see tomorrow when I release my review findings of @Machakos_Gov, the quality - or lack thereof - of the person making decisions has the ability to advance or destroy and derail the dreams of millions of people. I offer a quick example here as you wait for details of the full report. The law of the land is that counties should not spend more than 35% of their budgets on salaries. The objective here is to ensure that devolution serves its rightful purpose. Which is - bring services, development, and accountability close to home. The objective of devolution could not be simpler. In 2022-2023, @Machakos_Gov had a budget of KSH 12 billion. If @Wavinya_Ndeti cares about the law or her people, and abides by this law, salaries would be limited to 35% of this KSH 12 billion. Which is already incredibly generous. The county had a population of 1.4 million people. It employed about 6,700 people - less than 0.5% of the population. The law is telling @Machakos_Gov that it can give this 0.5% of the population, 35% of the budget. Our laws are designed to fail us. To perpetuate this insane money grab. But you know what? Under @Wavinya_Ndeti - the 35% was not enough. Same was true every single year under @DrAlfredMutua. In 2022-2023, the county spent 47% of the budget on this 0.5% of the population. 0.5% of the population, consumed close to 50% of the entire KSH 12 billion budget. By spending 47% of the budget on salaries - as opposed to the legal maximum of 35% - @Wavinya_Ndeti stole and transferred an extra KSH 1.37 billion in cash money to this 0.5% of the population. In just 1 year. How many schools could we have for KSH 1.37 billion in one year? How about hospitals? As you will see in the full report - this is happening every year. And it is why county hospitals have no medicine or enough doctors. It is the reason for our shambolic infrastructure. Take this KSH 1.37 billion and the multiply it by two terms in office. 10 years. A county will lose KSH 14 billion to 0.5% of the population. Is that devolution? Kim JH of Tanuki Garage (@gtrtanuki) conducted a fuel quality test across 7 petrol stations in Nairobi. The results indicated that Total Limuru Rd had the highest rating at 92 PON, followed by Astrol Rosslyn at 91 PON. Notably, Shell V-Power performed worse than standard fuel.
