ಮಾನ್ಯ ರಾಜ್ಯಪಾಲರಾದ ಶ್ರೀ ತಾವರಚಂದ್ ಗೆಹ್ಲೋಟ್ ಅವರೇ, ಕರ್ನಾಟಕ ಸರ್ಕಾರಕ್ಕೆ ನೀವು ಬರೆದ ಪತ್ರದ ಕುರಿತ ಮಾಧ್ಯಮ ವರದಿಗಳನ್ನು ಗಮನಿಸಿದೆ. ರಾಜ್ಯದಲ್ಲಿ ಎಸ್ ಎಸ್ ಎಲ್ ಸಿ ಪರೀಕ್ಷೆಗಳಲ್ಲಿ ತೃತೀಯ ಭಾಷೆಗೆ ಗ್ರೇಡಿಂಗ್ ನೀಡುವ ಸರ್ಕಾರದ ನಿರ್ಧಾರವನ್ನು ಮರುಪರಿಶೀಲಿಸುವಂತೆ ನೀವು ಹೇಳಿದ್ದೀರಿ. ನಿಮ್ಮ ಈ ಪತ್ರ, ಈ ಹಸ್ತಕ್ಷೇಪ ಒಕ್ಕೂಟ ವ್ಯವಸ್ಥೆಯನ್ನು ಅಣಕಿಸುವಂತೆ ಇದೆ. ನಿಮ್ಮ ಅಧಿಕಪ್ರಸಂಗವನ್ನು ಕರ್ನಾಟಕದ ಜನತೆ ಒಪ್ಪಿಕೊಳ್ಳುವುದಿಲ್ಲ. ರಾಜ್ಯಪಾಲರು ಸರ್ಕಾರದ ಪದನಿಮಿತ್ತ ಮುಖ್ಯಸ್ಥರು ಎಂಬುದನ್ನು ನೀವು ಮರೆತಿದ್ದೀರಿ. ನೀವು ನಮ್ಮಿಂದ ನೇರವಾಗಿ ಆಯ್ಕೆಯಾದ ಜನಪ್ರತಿನಿಧಿಯಲ್ಲ. ಒಂದು ಸರ್ಕಾರ ಬಹುಮತದೊಂದಿಗೆ ಸದೃಢವಾಗಿ ಕಾರ್ಯ ನಿರ್ವಹಿಸುತ್ತಿರುವಾಗ ದೈನಂದಿನ ಆಡಳಿತದಲ್ಲಿ ಮೂಗು ತೂರಿಸಲು ನಿಮಗೆ ಯಾವುದೇ ನೈತಿಕ ಅಧಿಕಾರವಿಲ್ಲ, ಸಾಂವಿಧಾನಿಕ ಹೊಣೆಗಾರಿಕೆಯಿಲ್ಲ. ಅದು ನಿಮ್ಮ ವ್ಯಾಪ್ತಿಯ ಕೆಲಸವೂ ಅಲ್ಲ. ರಾಜ್ಯದ ಶಿಕ್ಷಣ ವ್ಯವಸ್ಥೆಯಲ್ಲಿ ಕಾಲಕಾಲಕ್ಕೆ ಬದಲಾವಣೆ ಮಾಡುವ ಸಂವಿಧಾನಬದ್ಧ ಹಕ್ಕು ರಾಜ್ಯ ಸರ್ಕಾರಕ್ಕಿದೆ. ಸರ್ಕಾರ ಈಗ ಗ್ರೇಡಿಂಗ್ ವ್ಯವಸ್ಥೆ ಜಾರಿಗೆ ತರುತ್ತಿರುವುದಕ್ಕೆ ಸಾಕಷ್ಟು ಕಾರಣಗಳಿವೆ. ಇದರ ಸಾಧಕ ಬಾಧಕಗಳನ್ನು ನಮ್ಮ ಜನಪ್ರತಿನಿಧಿಗಳು ನೋಡಿಕೊಳ್ಳುತ್ತಾರೆ. ʻಬೆಂಗಳೂರು ಸ್ಥಳೀಯ ಭಾಷೆಗಳ ಸಂರಕ್ಷಣಾ ಸಂಘʻದವರು ನಿಮಗೆ ಕೊಟ್ಟಿದ್ದಾರೆ ಎನ್ನಲಾದ ಮನವಿಗೆ ತುರ್ತಾಗಿ ಪ್ರತಿಕ್ರಿಯಿಸಿರುವುದನ್ನು ಕೇಳಿ ಆಶ್ಚರ್ಯವಾಯಿತು. ಬೆಂಗಳೂರಿನಲ್ಲಿ ಇಂಥದ್ದೊಂದು ಸಂಘ ಇದೆ ಎಂಬುದೇ ನಮಗೆ ತಿಳಿದಿರಲಿಲ್ಲ. ಈ ರೀತಿಯ ನಾಟಕಗಳನ್ನು ನಾವು ಎಷ್ಟೋ ನೋಡಿದ್ದೇವೆ. ಇಂಥ ಕುತಂತ್ರಗಳು ಕರ್ನಾಟಕಕ್ಕೆ ಹೊಸದೇನೂ ಅಲ್ಲ. ಮರೆಯಲ್ಲಿ ನಿಂತು ಬಾಣ ಬಿಡುವ ಈ ಹೇಡಿಗಳು ಬೀದಿಗೆ ಬರಲಿ ಎಂದು ನಾವೂ ಕಾಯುತ್ತಿದ್ದೇವೆ. ರಾಜ್ಯಪಾಲರ ಹುದ್ದೆ ಎಂಬುದೇ ಪ್ರಜಾಪ್ರಭುತ್ವ ವ್ಯವಸ್ಥೆ ಒಳಗೆ ನುಸುಳಿಕೊಂಡಿರುವ ರಾಜಶಾಹಿ ವ್ಯವಸ್ಥೆಯ ಒಂದು ಪಳೆಯುಳಿಕೆ. ಪ್ರಜಾಪ್ರಭುತ್ವ ವ್ಯವಸ್ಥೆಯಲ್ಲಿ ಜನರೇ ಪ್ರಭುಗಳು. ಇನ್ಯಾರೋ ಇಲ್ಲಿ ರಾಜರಂತೆ ಮೆರೆಯುವುದು ಸಾಧ್ಯವಿಲ್ಲ. ನಿಮ್ಮ ಈ ಅಧಿಕಪ್ರಸಂಗದ ಪತ್ರ ರಾಜ್ಯಪಾಲರ ವ್ಯವಸ್ಥೆ ನಮ್ಮ ದೇಶಕ್ಕೆ ಬೇಕೇ ಎಂಬ ಪ್ರಶ್ನೆಯನ್ನು ಮತ್ತೆ ಮುನ್ನೆಲೆಗೆ ತಂದಂತಾಗಿದೆ. ಜನರಿಂದ ಆಯ್ಕೆಯಾದ ಸರ್ಕಾರದ ದೈನಂದಿನ ಆಡಳಿತದ ತೀರ್ಮಾನದ ಕುರಿತು ಪತ್ರ ಬರೆಯಲು ನಿಮಗೆ ಯಾವುದೇ ಹಕ್ಕಿಲ್ಲ. ಒಂದು ವೇಳೆ ನೀವು ಸಾಮಾನ್ಯ ನಾಗರಿಕರಾಗಿ ಈ ಪತ್ರವನ್ನು ಬರೆದಿದ್ದರೆ, ಮೊದಲು ಉತ್ತರದ ರಾಜ್ಯಗಳ ಮುಖ್ಯಮಂತ್ರಿಗಳಿಗೆ ಪತ್ರ ಬರೆದು ತ್ರಿಭಾಷಾ ನೀತಿ ಅನ್ವಯ ಕನ್ನಡವನ್ನು ಮೂರನೇ ಭಾಷೆಯನ್ನಾಗಿ ಅಲ್ಲಿನ ಮಕ್ಕಳಿಗೆ ಕಲಿಸಲು ಹೇಳಿ. ನಿಮಗೆ ಆ ಧೈರ್ಯವಿಲ್ಲದಿದ್ದರೆ ಕನ್ನಡಿಗರ ಹಿತಾಸಕ್ತಿಗೆ ವಿರುದ್ಧವಾಗಿ ಕರ್ನಾಟಕದ ನೆಲದಲ್ಲಿ ನಿಂತು ಮಾತನಾಡಬೇಡಿ. ತೃತೀಯ ಭಾಷೆಯ ಮೇಲಿನ ಪ್ರೇಮವನ್ನು ಉತ್ತರ ಭಾರತದ ರಾಜ್ಯಗಳಲ್ಲಿ ಉಕ್ಕಿ ಹರಿಸಿ. ಪಾಪ, ಅಲ್ಲಿನ ಮಕ್ಕಳು ಇದುವರೆಗೆ ಎರಡೇ ಭಾಷೆಗಳನ್ನು ಓದಿಕೊಂಡು ಬಂದಿದ್ದಾರೆ. ನೀವು ಹಿಂದಿ ಸಾಮ್ರಾಜ್ಯಶಾಹಿಯ ಲಾಬಿಯ ಪರವಾಗಿ ಮಾತನಾಡುತ್ತಿದ್ದೀರಿ ಎಂಬುದು ನಮಗೆ ಚೆನ್ನಾಗಿ ಗೊತ್ತಿದೆ. ಕನ್ನಡಿಗರು ಔದಾರ್ಯವಂತರು. ನಮ್ಮ ನೆಲದಲ್ಲಿ ನಿಮಗೆ ಐಶಾರಾಮಿ ವ್ಯವಸ್ಥೆ ಕಲ್ಪಿಸಿಕೊಟ್ಟಿದ್ದೇವೆ. ಕನ್ನಡಿಗರ ತೆರಿಗೆ ದುಡ್ಡಿನಲ್ಲಿ ರಾಜಭವನ ನಡೆಯುತ್ತಿದೆ. ತಿಂದ ಮನೆಗೆ ಕನ್ನ ಹಾಕುವುದು ತರವಲ್ಲ. ಇದೇ ಅಧಿಕಪ್ರಸಂಗವನ್ನು ಮುಂದುವರೆಸಿದರೆ ರಾಜ್ಯಪಾಲರೇ, ಗಂಟುಮೂಟೆ ಕಟ್ಟಿಕೊಂಡು ನಿಮ್ಮ ರಾಜ್ಯಕ್ಕೆ ತೊಲಗಿ ಎಂದು ನಾವು ಹೇಳಬೇಕಾಗುತ್ತದೆ. ರಾಜ್ಯ ಸರ್ಕಾರದ ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿಗಳಿಗೆ ನೀವು ಬರೆದಿರುವ ಪತ್ರವನ್ನು ಕೂಡಲೇ ಹಿಂದಕ್ಕೆ ಪಡೆಯಿರಿ. ಸರ್ಕಾರ ಶಿಕ್ಷಣ ತಜ್ಞರ ಅಭಿಪ್ರಾಯ ಪಡೆದು ಗ್ರೇಡಿಂಗ್ ವ್ಯವಸ್ಥೆ ಜಾರಿಗೆ ತಂದಿದೆ. ದಶಕಗಳಿಂದ ಕನ್ನಡದ ಜನತೆಯನ್ನುಕಾಡುತ್ತಿದ್ದ ಶಾಪ ವಿಮೋಚನೆಯಾಗಿದೆ. ಒಂದು ವೇಳೆ ಇದನ್ನು ಜಾರಿಗೆ ತರುವುದನ್ನು ತಡೆಯಲು ಯಾರೇ ಯತ್ನಿಸಿದರೂ ಕರ್ನಾಟಕದಲ್ಲಿ ಧಗಧಗಿಸುವ ಕ್ರಾಂತಿಯ ಜ್ವಾಲೆ ಹೊತ್ತಿಕೊಳ್ಳಲಿದೆ. ಮಾನ್ಯ ರಾಜ್ಯಪಾಲರೇ, ನಿಮ್ಮ ಕೆಲಸ ನೀವು ನೋಡಿಕೊಳ್ಳಿ. ಹಿಂಬಾಗಿಲಿನಲ್ಲಿ ಬಂದು ಆಡಳಿತ ಮಾಡುವ ಯತ್ನ ಮಾಡಬೇಡಿ, ನಿಮಗೆ ಆ ಅಧಿಕಾರವನ್ನು ಕರ್ನಾಟಕದ ಜನತೆ ಕೊಟ್ಟಿಲ್ಲ. ರಾಜಭವನದಲ್ಲಿ ನಿಮ್ಮ ಉಪಚಾರಕ್ಕೆ ಏನಾದರೂ ಕೊರತೆಯಾಗಿದ್ದರೆ ಕೇಳಿ, ವ್ಯವಸ್ಥೆ ಮಾಡಿಕೊಡೋಣ. ಬೇರೆ ಉಸಾಬರಿಯನ್ನು ನಮ್ಮ ಜನಪ್ರತಿನಿಧಿಗಳು ನೋಡಿಕೊಳ್ಳುತ್ತಾರೆ. ನಮಸ್ಕಾರಗಳು (ಟಿ.ಎ.ನಾರಾಯಣಗೌಡ) ರಾಜ್ಯಾಧ್ಯಕ್ಷರು ಕರ್ನಾಟಕ ರಕ್ಷಣಾ ವೇದಿಕೆ
