The Soviet Union went from people eating dirt and living in huts to industrializing on such a massive scale that it defeated Germany and developed nuclear weapons. Everyone had housing, guaranteed jobs, and healthcare when they needed it. All of that happened in less than 30 years.

Actually there was little debate on a popular vote. That is common myth. The two plans were selection by the legislature or by the state legislatures. There was littler serious consideration for popular vote. These people were coming from a parliamentary system and there had actually been 14 presidents all selected by vote of the legislature before Washington.
