The only way to get there is to break the teacher's unions. The public schools will never move to teaching any true liberal arts curriculum. Taxes to support the government monopoly are so high in many places that you can't afford to pay both taxes and tuition. Lots of places make up the difference in underpaying teachers who never took religious vows of poverty. You get to be a real teacher with a real curriculum, but you starve. You have to free up the money locked away in the government schools to get what you want.

Seems like a compensation package like this should be part of the whole "teacher pay" question.
