Question: According to reports, Japan's Defense Ministry claimed that, while four Chinese and Russian naval vessels were sailing in waters southwest of Okinotori Reef, a Chinese naval vessel conducted live-fire exercise within Japan's exclusive economic zone (EEZ). What is your comment?
Jiang Bin: The waters where the Chinese and Russian navies conducted their joint maritime patrol are the high seas, not Japan's so-called EEZ. As is well known, Okinotori Reef, with an area of less than 10 square meters, remains barely above sea level due to artificial reinforcement. It is also incapable of sustaining human habitation and therefore does not at all meet the definition of an island under the United Nations Convention on the Law of the Sea (UNCLOS). Japan disregards the facts by claiming a reef as an island and using it as the basis for claiming an EEZ and continental shelf. Such claims are completely untenable. The relevant activities by China and Russia are consistent with international law and international practice. Japan is in no position to make unwarranted remarks, and its attempts to hype up the issue will only backfire.
