NARC Ratings, which are used by the graded stakes committee, save secretaries some of the work ranking horses.

Comparative handicapping and speed handicapping are employed by differing preferences to break ties.

Maybe @ovals or someone else w/Racing Office experience can explain this to me, because I'm really confused. Why was Sovereignty--a newly turned 4yo who had never faced older open company before--assigned the 123 highweight, while White Abarrio, an established older horse w/an incredible resume, got a 2-pound allowance from him (at 121)? That seems crazy to me.
Obviously, this absolutely made no difference today, and White Abarrio won on the square, but I'd love to know the reasoning. White Abarrio is a Breeders' Cup Classic winner with three Grade Ones (two against open company) on his form. Sovereignty never raced outside of his own age group.
Do racing secretaries use BSFs? Do they value the Derby more than the BC Classic? Would love to know the thought process here.
