Thank you very much Met Police for your detailed & informative response. As there surely wasn't a need for this protestor to be carrying a flare (especially as he appeared to be in no distress or danger) unless he intended to be disruptive in some manner, it's a shame he couldn't be charged with intent to cause distress &/or create a disruption in this protest, as that flare could potentially have been used a weapon in some circumstances.
