Gedrag wordt niet gestuurd door morele oproepen of regels, maar door daadwerkelijk ervaren consequenties. Wat we zien is ontremd groepsgedrag in een context waarin de pakkans laag voelt, sancties laat of symbolisch zijn
en de directe beloning (spanning, status, ontlading) hoog is. Als gezag niet wordt geïnternaliseerd en macht geen directe gevolgen heeft, zie je een crisis van gedragsregulatie.
