From colleague Tyler Olson. The House just passed the GOP leadership's 60-day DHS CR by a vote of 213-203.
3 Dem yeas were Reps. Davis (NC), Gluesenkamp Perez (WA) and Cuellar (TX). All Republicans voted yes
This is almost certain to be blocked in the Senate, leading the DHS shutdown to continue.
House is set to leave town for 2 weeks, just as the Senate did earlier this morning.

“Whipping” time in the House: House Republican & Democratic leaders as expected are now urging their members to vote party line on the previous question to move forward on the 60-day DHS bill rule & the rule itself which would “deem” the CR passed if approved. If all Dems & enough Rs vote to defeat the PQ, only then would the Senate-passed DHS bill would be called up.

If a discharge petition got 218 signatures right now, it would still need to lie over seven legislative days, and there are additional delays after that. The Senate would also need to repass the bill.

The idea is that suspension of the rules should not be the main method of considering legislation. 40 minutes of debate and no amendments is a terrible process.
(It makes slightly less sense now that the usual process is one hour of debate and also no amendments! 😬)
