Where to begin? LCAs aren't H-1Bs. USCIS verifies the degree, not the consulate, and yes they absolutely check it. The "unnamed former U.S. official" is that lady who worked at a consulate in like 2001. So what if the Kerala police seized fake degrees? All of that happened in India. The existence of fake degrees is not evidence that USCIS accepts them, let alone 100,000 of them. "Indians are all scammers but we will trust this particular data from the Indian government." The only requirement for the H-1B is that the job requires a degree for entry into the field, so some will properly be classified at Level I. The wages are not low, either.
