Federal officers like ICE agents enjoy significant protections when acting within the scope of their federal duties (Supremacy Clause, federal officer immunity doctrines from cases like In re Neagle (1890)). State prosecution is theoretically possible for clear violations of state criminal law that go beyond authorized federal actions, but: The agent can remove the case to federal court, where federal defenses (immunity, official duties) are litigated. Federal courts often dismiss or enjoin such state actions if the conduct was "necessary and proper" to federal duties. The U.S. Department of Justice can intervene, and the President can pardon federal convictions (though not state ones, as Krasner correctly noted).
