She said "allegience" because you follow the law or get punished by a country mean that you have allegience to it.

She said that if you steal a wallet in Japan, you will be punished for it because you are subject to Japanese jurisdiction. If a diplomat does that, they will not be punished because they are not subject to Japanese jurisdiction.
