Most homelessness is transitory; chronic homelessness relates largely to mental illness, drug addiction, or just plain lack of willpower. If they don't have marketable skills for a job elsewhere, it's on them to make it so. I am not considering the "multitude in logistics" because it is not my problem. It is theirs. I am not the one deciding whether it should be out of welfare money, or family help, or community help, or a GoFundMe, or a temporary entry-level job, or whatever that they fund their movement.
