Not sure if they want a three-wheeler and a four-wheeler.

Velomobiles are in the @asymco/@oliverbruce MiMo universe but are a very different product offering.
E-scooters/bikes are social vehicles where exposure to the elements is a feature for many.
Isolated pods attract a different customer with different functional & identity needs.

On the e-quadricycle front, Elpedal is bringing this 65-kg Podcycle to production. They claim lower drag than a racing bicycle and 1000 pre-orders, which is impressive for a velomobile.

DC is building 100 bike and scooter corrals, in no-parking zones where drivers often leave cars illegally.
Such 'mundane mobility' solutions don't grab many headlines, but they're cost-effective ways to catalyze mode shift.
