@TVKev Cat check: Of course libel laws apply to the BBC, including the need to establish that harm has occurred where the claim is brought. The BBC episode of Panorama didn't air in the United States. He can't file a lawsuit in the UK because the statute of limitations has passed.
For the avoidance of doubt, the libel laws apply to the BBC the same as they do to all other media outlets. The state broadcaster doesn't have the right to deliberately distort the truth. If a newspaper defames someone, a mere apology isn't enough. Nor should it be for the Beeb.
