To revive India's defunct desi-GPS NAVIC, ISRO must launch NVS-03,04,05 (3 satellites) urgently + launch 2-3 backup satellites.
At present pace, it might not be possible for ISRO.

The idea that India only needed a regional constellation with fewer satellites was a bad idea born out of low ambition and scarcity thinking. A global satellite navigation system is the only way to guarantee redundancy, achieve better scale, and maintain regular launch cadence

With the atomic clock failure on IRNSS-1F, India’s NavIC constellation appears to have only three satellites providing PNT services IRNSS-1B, IRNSS-1I and NVS-01. Since a minimum of four satellites is required for navigation, the system is now operating below the threshold for full PNT capability, highlighting the urgency of replenishment launches.

NavIC- (Navigation with Indian Constellation). Also known as - the Indian Regional Navigation Satellite System (IRNSS) Its gone out of service. A functional navigation constellation needs minimum 4 active satellites. NavIC was operational till now with 3 working Sats and the fourth (IRNSS-1F) with only one atomic clock. That atomic clock went dead. ISRO is now left with only 3 active sats. The alternative equipment is ready and available however, no immediate launches are planned. ISRO is working on sorting out high failure rates of recent launches. It would take a while.
