@RossBarkan The units are property and the rents are market, and during the time period you mentioned when apartments were occupied there was only one mechanism to decontrol an apt and that was luxury decontrol which required a tenant with an income exceeding $200k. Do your research

It's true. It used to be much more "seamless" in NYC to harass tenants, get them out of the units, and jack up the rent as high as landlords wanted. The tears of the landlord industry are for the remarkable high they enjoyed from the late 90s to 2020.
