Our politicians bear the blame for this. It was an intentional policy choice. A couple days ago I said to some friends of mine that most violent crime comes from people with brown skin, particularly illegal immigrants and Black Americans. I get your point, but NGOs are not inherently a bad thing. The idea was that these organizations that do something 24/7 will be better at it than government.
