Six months after the renewed SoO Agreement (Sept 2025), its ground rules remain largely unimplemented. SoO cadres reportedly still carry arms, camps remain in sensitive areas, and clashes by Kuki militants have started with another community.
This undermines the rule of law and public trust. The JMG must enforce compliance, relocate camps away from sensitive areas, disarm cadres, and act on violations, or review the agreement itself.

A final-year law student, Rishi Kumar from Tamil Nadu National Law University, refuses to delete his blog criticising the Supreme Court… despite pressure from his own university.
Why?
Because the administration allegedly received calls from advocates, judges, and others claiming the post harms the institution’s “reputation.”
The blog titled “The Supreme Court of India Has No Spine” questioned the court’s decision to ban an NCERT textbook chapter on judicial corruption.
But here’s the real issue:
A law student is being told to silence himself… for expressing a legal opinion.
His response?
Clear and powerful:
“My opinions are mine… you do not own my voice or my conscience.”
He even said he’s ready to face disciplinary action rather than back down.
This isn’t just about one blog.
This is about academic freedom vs institutional pressure.
If law students… the future of the judiciary are discouraged from questioning the system,
then who exactly is allowed to question it?
Criticism of institutions ≠ disrespect.
Silencing criticism = weakening democracy.

The idiom “the straw that broke the camel’s back” describes a minor, final annoyance that makes an already intolerable situation unbearable. It represents the tipping point after long-term accumulation of stress, where one last small incident causes complete failure or loss of patience. It is also known as “the last straw.”
The ongoing situation in Ukhrul district has been testing the patience of the Tangkhul Naga people. This includes the blockade of the National Highway between Ukhrul and Imphal imposed by a group of Kuki villages residing in and around Shangkai and Litan villages, and the seizure of Sinakeithei Tangkhul village by the Kukis.
It is more disheartening that the state and central governments have remained silent on the plight of the tribals, leaving their fate in their own hands without any hope of a timely resolution.

*The Straw that Broke the Camel's Back*
"The straw that broke the camel's back" is an idiom for the final, minor burden that causes a collapse after a long series of smaller,accumulated stresses. It signifies the tipping point where someone loses patience or a system fails,often used to describe how a tiny inconvenience becomes the final breaking point.
Tensions in Ukhrul, highway blockades,village sieges and repeated firing incidents by Kukis are pushing peace-loving Tangkhul Nagas to their limits. Despite long restraint and faith in peace talks,escalating aggression and civilian targeting are raising fears of transforming the current clashes into a wider Naga-Kuki conflict. Having learnt the lesson of a muted response in the 1990s Naga-Kuki ethnic conflict, a recurrence today will have much more severe consequences.
How long can patience against continuous provocations hold before the next provocation becomes the breaking point?
The Nagas are patient and understanding and instead of outright confrontation have chosen not to escalate the clashes despite the blockade on the Ukhrul-Imphal highway, but rather preferred to disengage and let tempers cool down by taking the long and circuitous journey which takes more than thrice the time to traverse.
The patience of the Nagas can be seen from the fact that they have reposed full faith in the Naga Peace negotiators since the ceasefire of 1997 to date waiting for a peaceful conclusion for an honourable settlement. The Tangkhul Nagas have steadfastly been following the advice of the peace negotiators to abide by the law. The adversaries of the Nagas should know not to confuse the patience of the Nagas with weakness.
Unfortunately, the Kukis have stepped up their aggression by targeting ordinary civilians and have created an existential crisis for the village of Sinakeithei. The incident of a mother and son on 21st March 2026 pinning them down by gunfire with intent to kill has heightened the fear of clashes escalating.
Questions are being asked about the extent of violence or the number of casualties that would be required for both sides for the current skirmishes to spiral out of control. Let’s not forget that the Liangmai tribe is unhappy about the treatment meted out to them by Kukis. There are reports of Kuki militants threatening a Kom couple. Sinakeithei is under siege,Ukhrul road is blocked right now,but all these are not permanent. Would the current conflict confined to Litan and Sinakeithei with the Tangkhuls engulf the whole state?
The reported firing by Kukis in Kamjong on 23rd March is the latest incident in a series of such incidents that have been extended to other geographical zones. A reliable local source has informed that it was an unprovoked firing by aggressors.
The early morning news of two individuals being seriously shot by alleged Kuki militants on 24th March in Sharkarphung has only increased the anger of peace-loving Tangkhul Nagas.
The Nagas are waiting and hoping that better sense will prevail in the minds of the Kuki leadership and militants to defuse the crisis at this stage before lives are lost and the skirmishes degenerate into a full-blown Naga-Kuki conflict. The Kuki leadership has tested the patience of the Nagas on several occasions and in different areas. How long can the Nagas tolerate the aggression? What is driving the aggression of the Kukis today? Are the provocations by the Kukis driven by their ambition to consolidate their villages under the Kangpokpi district?
A misunderstood message of the Kuki objective behind the aggression or village-threatening skirmishes could be perceived as an existential crisis by the Nagas unleashing suitable responses.
The Kuki leadership and militants should be wary of their strategy and reconsider that such incidents of violence happening in Manipur perpetrated by emboldened Kuki militants should not become “the straw that broke the camel's back”.

Sixth Schedule for Hill Areas: An Election-Time Reckoning
Manipur’s crisis reflects a long-standing structural failure: denial of real autonomy to the Hill Areas for more than half a century. Article 371-C has not been delivered and cannot be delivered as long as majoritarian politics exists. With the 2027 Assembly elections approaching, extending Sixth Schedule status under Article 244-A, with law-making powers over land & forests by the Autonomous District Councils, may be the most viable path to restore much-needed trust and stability given that crucial activities, like Special Intensive Revision, census of 2027, and delimitation based on census 2027 data, await the state government.

UNC Letter to CM for Postponement of Census 2027 Needs to be Withdrawn Immediately
The United Naga Council’s unilateral decision on a policy matter of far-reaching consequences without consulting apex Naga tribe bodies, intelligentsia, students and political leaders is concerning. The urgency of the decision and the omission of crucial points of common knowledge are also unacceptable.
The following points are pertinent:
1. Census 2027 will be followed by delimitation, which is a concurrent process.
2. The current population data of three sub-divisions in Senapati district is based on extrapolated figures from Census 2011, making it inaccurate. This data needs to be revised.
3. The district rollback issue is non-actionable at this juncture as the census and delimitation processes have commenced.
4. The valley population has declined while hill areas have grown in all past decadal censuses. Therefore, hill areas will gain more seats if delimitation is based on Census 2027. Three or more seats under the delimitation exercise based on Census 2001 have already been denied by the state government.
5. The National Register of Citizens (NRC) process is tedious and time-consuming and is unlikely to be completed before Census and Delimitation, even if initiated now. However, the Special Intensive Revision (SIR) can eliminate non-citizens and foreign nationals and remove other reasonable discrepancies. Naga communities will gain more from the SIR exercise than any other community.
6. Census 2027 presents a unique opportunity to correct the distribution of assembly seats between hill areas and valleys under the principle of proportionate representation.
Hill areas will gain more seats. Delimitation based on Census 2027 is expected to enhance the political power of tribes in hill areas and neutralise the dominant Meitei community in all spheres of life. This will also ensure that the Muslim community has at least two to three MLAs. All these changes are likely to disrupt the current political equilibrium, prompting the Meitei CSOs and leaders to demand the postponement of Census 2027.
Unwittingly, the UNC seems to have succumbed to the persuasive influence of the dominant community. This impression is detrimental to the UNC and requires correction.
If the letter to the Chief Minister is not withdrawn and the state government is able to convince the Centre with UNC support, the Naga youth will not be able to forgive UNC for its alleged betrayal. This could result in the Nagas losing at least five to seven assembly seats in the delimitation exercise based on Census 2027 population figures.
UNC should honourably withdraw the letter to the Chief Minister on the grounds of the need for wider consultation.

The fact remains that a few Kuki villages along the Ukhrul-Imphal road impose a blockade on the Tangkhuls. This will continue as long as they are situated on the highway. They burned more than a dozen Tangkhul houses, albeit in the presence of security forces. However, the Tangkhul response, considering that the tenants misbehaved, is not enough to call it a victory. In short, the Tangkhuls lost face. Emboldened, they have now imposed a blockade.
No one will feel safe travelling on this highway. The peace-loving Tangkhuls are taking the longest route between Ukhrul and Imphal to avoid a few Kuki villages in the Litan area—one village on a shorter route takes 5 hours—preferring the 8-hour route that does not pass any Kuki village instead. What is the solution then?
Keep traveling the long route? Prices will soar, and patients will die on the way to the hospital. The helplessness of the Tangkhuls will be exposed for all to see. Temporary relief may come through administrative interventions, but as soon as any untoward incident occurs, another blockade will start. Back to square one.
What then is the remedy?
The Tangkhuls are currently facing a blockade of the Ukhrul-Imphal Road and a siege-like situation in Sinakeithei. There have been ongoing, unprecedented settlements in the border areas of Kamjong district for years. If the Kukis want to relocate on their own accord, why are the Tangkhuls saying no? Are the Tangkhuls not regretting the fact that they lacked long-term foresight during the Naga-Kuki conflict in the mid-1990s? We are still stuck with the same philosophy that the land they are settled on right now belongs to the Nagas, and they will obey us or the Nagas will take the land back.
Has it ever happened without coercion? No! By expressing their desire to relocate peacefully, they are saying they want to give back the land and leave honorably under peaceful circumstances, not under violent ones.
Let them relocate on their own accord if they wish, possibly with the assistance of the state government. Ukhrul district needs to resolve the problem of frequent disruptions in traffic between Ukhrul and Imphal. Why should the Tangkhuls prevent them from leaving and relocating if that’s what they want? Even if relocation occurs through violence, their place of settlement will be their choice.
It is difficult to understand why the Tangkhuls oppose their desire to move out of Ukhrul district. It’s their choice where they wish to settle. The place they select will naturally be where their brethren reside in greater numbers.
Nagas should learn to simplify problem-solving. Making it complex does not necessarily imply brilliance. The Nagas currently face a problem, and that problem has been offered to be addressed by moving out from the area causing friction. The best the Nagas can do is point southwest to Churachandpur, as the issue of the creation of Kangpokpi district has not yet been resolved. The hint is clear enough, and where they choose to go is up to them.

Should Nagas consider the relocation of Kukis from Ukhrul?*
The word “*relocation*” has been used by the “Kuki CSO Working Committee, Ukhrul” and it is one of their demands following deteriorating ethnic tensions in Ukhrul district. The choice of words seems to be deliberate given the fact that the Kukis are looking for opportunities to consolidate their geographical compactness in their quest to demand a separate UT or state and desire to seek a secure and safe environment amongst their own ethnic group. The scenario envisaged by the Kukis would be in the lines of the partition of India when the British left. The relocation proposed by the Kuki organisation is based on ethnic lines and not on religious lines and seems to convey a message of their willingness to migrate to Kangpokpi district and perhaps Churachandpur, if the relocation proposal of Kuki villages is sanctioned by the state government.
When Hindu Indians relocated themselves from Pakistan to India, they streamed into existing villages, towns, and cities. The government set up refugee colonies and they were assimilated into the existing habitations. For Ukhrul district, the relocation of Kuki villages proposed by them will free the Tangkhuls from the anxiety of travel between Imphal and Ukhrul and also into other interior locations. The problem here is more for the district receiving relocated people to accommodate them. In most cases, as the relocated people would be agriculturists, they will be settled in rural areas in existing villages. There are no free lands where they can be settled to set up new villages as Naga villages will not give them permission to settle and any imposed new settlements in Naga areas will be opposed and obstructed.
It appears that the Kuki villages want their villages relocated to Kangpokpi district under the state government’s scheme so that they are compensated. They are apprehensive of being forced to migrate under violent circumstances. They live in fear in the midst of the Naga villages and want to escape the insecurity in their lives by migrating to an area dominated by Kukis.
The desire for “relocation” has been uttered by the Kuki CSO Working Committee, Ukhrul. Considering the propensity of the Kuki villages situated on the National Highway on the Imphal-Ukhrul Road to participate in road bandhs blocking the lifeline of Ukhrul district, their suggestion if implemented would help dissipate the ethnic tension in the Litan area and elsewhere wherever Nagas face similar problems.
For clarity, it is explained that the word “relocation” used by the Kuki CSO Working Committee, Ukhrul under no circumstances refers to reassigning the Kuki villages under another district. The word to be used in this case should be “redrawing” of district boundaries.
In the English dictionary, relocation means the process of moving a person, family, or business to a new location, such as a different home, city, or office. It often involves transporting belongings, changing addresses, and settling into a new environment for employment, personal reasons, or corporate restructuring.
Synonyms of Relocation are:
Resettlement, Move / Moving, Transfer, Migration, Relocating.
In the mid-1990s during the Naga-Kuki ethnic conflict, some villages were forced to relocate under violent circumstances. In the current tense ethnic disharmony, violence could trigger relocation/migration and it is perhaps a strategy sought to be implemented through the state government’s initiative to obviate relocation under violent circumstances.
Under these circumstances, why should people from Ukhrul district, including Kamjong, for that matter, other predominantly Naga-inhabited districts, not agree to the proposal for relocation when it solves our problem of free movement of traffic?
Further, will the Nagas repossess the lands of their forefathers where the Kukis were allowed to temporarily settle on payment of rent?

This is a welcome move for disengagement, and the idea is worth consideration by the Naga society and state government.

How Article 371-C and the 1972 Order can work
The implementation of Article 371-C and the Manipur Legislative Assembly (Hill Areas Committee) Order, 1972, necessitates the cooperation of tribal ministers, the Chairperson of the Hill Areas Committee and MLAs. Public support, particularly from students and civil society organisations, is also crucial.
To ensure effective implementation, the Chief Minister should be compelled to follow the process outlined in Rule 12-A of the Rules of Business of the Government of Manipur, 1972. This can be achieved by either introducing the Manipur (Hill Areas) Autonomous District Councils Bill, 2021, in the Assembly or referring it to the Governor.
The Hill Areas Committee should petition the Governor under Paragraph 9 of the 1972 Order to secure the proper functioning of the committee. The President of India can also be petitioned under Article 371-C(2) regarding the poor administration in hill areas due to the state government’s uncooperative attitude in preventing hill areas from having their own laws.
Given the upcoming election, a political move at this stage demanding the implementation of tribal rights can yield positive results. By compelling the Chief Minister to act, the stance of the dominant community regarding the creation of laws for hill areas in the Assembly will become apparent. If the community is unwilling to do so, the only alternative for the tribes is the Sixth Schedule, where laws are made by the Autonomous District Councils with the Governor’s approval or the Union Territory/State.

Despite assurances given during the 3rd February 2026 meeting by the Deputy Commissioner, Ukhrul and the Manager, PMU/UKL to address grievances related to the NH-202 Double Lane Expansion (Finch Corner–Choithar Junction) within February 2026, no concrete action has been taken.
In view of this failure to honour the commitment, the National Highway-202 Development Committee, Ukhrul District, has imposed an indefinite blockade on the NH-202 Imphal–Ukhrul route effective from midnight of 9th March 2026.
The blockade will continue until all grievances are resolved and a formal settlement is reached.
All Civil Society Organisations and the general public are requested to extend full support and cooperation.

When affected victims contact NHIDCL and District Collectors, they consistently express the same sentiment that the matter will be resolved within a month or two.
Additionally, as per the provisions of the National Highway Act, the Arbitrator has not been activated despite its appointment on at least four to five occasions within a three-to-four-year period.
Regrettably, this vicious cycle continues in the presence of local authorities, including your ministry, yet no one is willing to ensure justice for the deprived tribal farmers.

The Tangkhul Shanao Long (Tangkhul Women’s League) commemorated International Women’s Day at Wungvei (Mahadev) in solidarity with the Litan people who are internally displaced due to the conflict.
Wungvei (Mahadev) marks the beginning of the foothill areas which hold strategic importance for the Nagas and are a point of contention between the Kukis and the Nagas.
The celebration at this location serves as a powerful message to the world that this land belongs to the Nagas and that they have absolute authority over their ancestral land.

Census 2027: Ensuring Accuracy and Vigilance for the Delimitation Exercise
Census 2027 will initiate India’s next delimitation process under Articles 82 and 170 of the Constitution. With the end of the seat reallocation freeze after 2026, new boundaries for the Lok Sabha and State Assemblies will be drawn before the 2029 general elections. This will influence political balance, the representation of Scheduled Castes and Scheduled Tribes and women’s reservations.
While population equality (“one person, one vote”) is likely to remain the central principle, political debates may focus on interstate seat distribution. For Manipur, Article 371-C and the “Hill Areas” defined by it introduce constitutional sensitivities. Therefore, respect for the territorial integrity of the Hill Areas during delimitation is essential.
Census 2027, particularly for Manipur, is more than just data collection. It will serve as the foundation for readjusting seats for representation from “Hill Areas” and hill districts and valley districts. This will reshape the political dynamics between “Hill Areas” and the valley. Ensuring accuracy and vigilance is essential to protect the democratic process from disruption and sabotage.
