These U-turns about certain rules and principles... are 'adorable'. While I theoretically agree with the principle of more teams, I don't see the increase from 176 to 184 (which, by the way, was brought down from 198 to 176 in 2018 precisely for safety reasons) as a supportable way as it would make the sport more dangerous. (as it has become with less riders, too, due to technical advancements) If they really want to change things, my suggestion would be 25 teams, 7 riders, with 1 substitution opportunity during the rest days - this would of course also mean reducing the Grand Tours from 21 to 18 stages.
