We told Animal Services about this mama dog being bred on Skid Row. We told the breeders she would die if she keeps getting bred. They said "she has one or two more litters left in her". Animal Services went...and said there was nothing they can do.

The Hammurabi code, 1750 B.C., Law 23: "If the robber is not caught, then shall he who was robbed claim under oath the amount of his loss; then shall the community, and . . . on whose ground and territory and in whose domain it was compensate him for the goods stolen." In other words, if the state can not stop or apprehend criminals, they are responsible for their failure and must compensate the victims. We severely need this rule today.
