I’ve faced this before as well, in fact multiple times, with creative messages like “house locked”, “address incomplete”, no response”, when the reception at my address has a person manning it 24/7.

What an incompetent delivery partner of @amazon @AmazonHelp @amazonIN ! A package was supposed to arrive today but a clueless delivery person has marked my address as incorrect. This is the same address I get over 1000 packages including several 100 from Amazon India

The blame will be transferred to the EIA consultant. But the important point is, when they pay consultants peanuts, what else do they expect. There is a minimum cost of doing a project, if the quoted cost is lower than that, it is obvious the consultant will fudge.
