Did the Vice President really expect to reach a deal on such a complicated multifaceted topic within a few hours? That would be possible, if only one side were ready to capitulate (which isn’t the case in point). If the US side is looking for a deal, it must be prepared for a number of rounds of negotiations accompanied by multiple meetings at expert level. This is ABC of diplomacy.
