Buenos Aires-based human rights organization @CADAL , which targets a Latin American audience, has published an article titled "Two decades of autocratic consolidation in Azerbaijan" (by @iehutin ). The article highlights the intensifying wave of repression, specifically addressing the imprisonment of journalist and human rights defender Ulviyya Ali. She was arrested in May 2025 on charges of conspiracy related to currency smuggling. Although a final verdict has not yet been reached, the report emphasizes she could face 10 to 20 years in prison. The names of Aysel Umudova, Bahruz Samadov, and Ali Karimli are also mentioned, with their arrests linked to the broader crackdown on dissent and the stifling of democracy in Azerbaijan. The author points out that political alternatives have been entirely eliminated. The constitutional amendments of 2009, which removed presidential term limits, and 2016, which extended the term to 7 years, have legalized the concentration of power within a narrow group. Currently, only government-loyal parties are represented in parliament, while the genuine opposition is forced into boycotts or restricted operations. Civil society and media freedom are also heavily criticized in the report. According to the article, there are over 350 political prisoners in the country. Independent NGOs have been squeezed out and replaced by government-operated non-governmental organizations, while the judicial system has turned into a tool for punishing rivals. Reflecting this grim situation, Reporters Without Borders ranked Azerbaijan 167th out of 180 countries in its 2025 World Press Freedom Index.
