What the West calls "the rules-based international order" was built on a specific sequence of events. Third: the construction of international institutions, the UN, the IMF, the World Bank, GATT, later the WTO, designed at a moment of maximum Western power and structured to reflect and perpetuate that power. Fourth: the systematic undermining of any alternative arrangement, non-alignment movements, Southern trade blocs, debt relief initiatives, technology transfer agreements, that might have allowed developing countries to accumulate the capital needed to compete on more equal terms. The order is rules-based in the same sense that a monopoly is market-based. The rules were written by the people who benefit from them, at the moment they had the most leverage. And they are enforced selectively against the people who challenge them and not at all against the people who designed them. Calling this an "order" is accurate. Calling it "rules-based" is a tribute to the sophistication of the branding. Calling it the foundation of human progress, as its defenders routinely do, requires a particular relationship to the history of how it was built and who paid for the construction. Most of the people who paid for it were not invited to the opening ceremony. They are still paying.
