Oh wait, this is even funnier after reading through some of the material. It literally is making the exact opposite point he thinks it is. The "mens rea" here is referring to the criminal intent to do certain actions, in this case aiding and abetting genocide, but not the "special intent" required for genocide.
They go into great details to explain the difference between the two things in the very case you linked. You should stop citing material you don't understand.

I was stating the obvious that the critical point of contention in a genocide case is proving criminal INTENT (“That’s mens rea”), and of course everyone in the room understood that the threshold under the Genocide Convention is proving criminal INTENT to commit genocide.
