Also from an accounting perspective a laptop is amortised in 5 years, 10 would be the absolute maximum. So this laptop’s lifetime has outlived its projected use by 15 years already. There is no business reason justifying not replacing it.
Don’t tell ppl what you want, explain it to them in terms that match their role. A manager is here to make you productive, an accountant has an expected lifetime for any hardware etc. go via them not your IT.
