Kenya's tax administration landscape is undergoing significant transformation.
The commencement of Income & Expenses Validation effective January 1st, 2026 has unsettled the status quo.
I sat down with the Chief Manager in charge of Electronic Tax Invoicing (eTIMS) at the Kenya Revenue Authority, Hakamba Wangwe, to discuss a host of issues around this transition.
My key take aways:
· The Authority is making a provision for taxpayers to be able to claim expenses related to dealings with the government
· On my concerns regarding misalignment between tax reporting & standard accounting, the Authority says there will be a provision that caters to prepayments & accruals
· The Authority says is taking a sector-by-sector approach when it comes to claiming non-eTIMS backed expenses. Still verifiable, documentation (receipts, contracts et al) will be the key issue here
· There's ongoing piloting of geo-referencing eTIMS invoices to address a growing challenge of fictitious invoices
· Reverse invoicing as provided for under the Tax Procedures (Amendment) Laws Act '24 has so far captured 4,500 transactions worth Kes 800.0 million

Dear @DCI_Kenya the way you announce the launch of investigations, kindly also announce that 95% of your investigations have turned out clean so that @_shakenya stops using (or rather misusing) DCI as an excuse not to pay valid claims of hard working Kenyan health providers.
2. Kindly also investigate the Digital Health Aithority (DHA) as to why they are rejecting valid claims so that DCI is not used as an excuse yet you can easily find out where the problem lies.
3. Kindly investigate why SHA has not paid legacy @NhifKenya debts that are owed to hard working health providers to the tune of Billions
4. Kindly investigate why SHA owes PUBLIC health providers Billions yet the secondary providers of ‘systems’ are paid on time
5. DCI while you chase thousands from Providers help us recover billions from the politicians

UPDATE ON THE ONGOING INVESTIGATIONS INTO SHA FRAUD Detectives from the Investigations Bureau at DCI headquarters are conducting a thorough investigation into fraud involving healthcare facilities audited by the Social Health Authority (SHA). The facilities are located across several counties, including Nairobi, Homa Bay, Wajir, Kilifi, Kakamega, Bungoma, Busia, Kisumu, Vihiga, and Kajiado. So far, 18 case files have been forwarded to the Office of the Director of Public Prosecutions (ODPP) for review and legal guidance. The ODPP approved the prosecution of 9 cases, while 5 more case files are waiting for review and advice from the ODPP. Additionally, 3 case files have been returned to the DCI for further investigations, and 7 case files are still being investigated before being submitted to the ODPP for review and guidance. A total of 24 suspects from various medical facilities across multiple counties have been charged as the investigation continues. The DCI remains committed to ensuring accountability and safeguarding public resources, with investigations ongoing and all culpable parties set to face the law.
