That's a great idea if someone could do it. Something like that could be done administratively. Unfortunately law enforcement is not trained or directed to do anything but investigate and make criminal cases. And for each case, they have to get search warrants, and then confirm that they are going to the right place as people often use Wi-Fi from their neighbors etc. Then they have to raid the home with multiple officers and digital forensic investigators who do a preliminary investigation of the devices they find to confirm the presence of CP. And since everyone has phones, tablets, laptops, and desktops, that's a pretty big job to even locate it all. They often use dogs trying to sniff out electronic devices. Also have to interview the suspect and everyone in the house. If they are children, they often are sent for separate forensic interviews to make sure they're not being victimized. Then all of the electronics are sent to a crime lab with a 12 to 18 month turnaround time to extract everything from the devices. This often leads to additional charges because they only know a little bit of what they have at the time of the arrest. The point is, there's a lot of work involved on the law enforcement side to make one single case. The investigators I work with cover one half of the state and probably indict 20 cases a year at most. And there's only like two guys. On the Federal end, they prosecute an even lower volume of cases. They will rarely take a case we bring them unless there's actual production by the perp as opposed to just possessing and distributing it. It's very discouraging.
