Over the whole 19th century, the US actually had net deflation — prices in 1900 were about 30–40% lower than in 1800, working out to roughly -0.4 to -0.5% per year on average. Real GDP grew around 3.5–4% per year on average, meaning the economy roughly doubled every 18–20 years.

Warsh said his definition of price stability is price increases small enough that the public doesn't complain. But acceptance of high inflation is no excuse to create it. Price stability means prices that remain stable. It’s wrong to redefine stable prices to mean rising prices.
