I would start off by getting it running. Buy a used 32-bit windows if you need to.
You don’t know what you’re dealing with if you can’t see it running. What if it doesn’t actually work?
Then, you can work to get it compiled and working on a 64-bit Windows.
Now you can use a modern machine and code on it to add your features. Stick with C to start. Learn C if you have to. Use ChatGPT to convert pseudo code to C if you need to, rather than trying to migrate 150K lines from C to something else.
