IIn a post-Ukraine world, Iran’s repeated efforts to assert control over a strategic international waterway - and over the territorial waters of neighboring states - along with attacks against civilian industries in a neutral country, should have triggered a far stronger response from an international community that so frequently invokes international law in its statements and communiqués. Tehran has spent decades testing and ultimately eroding international red lines: building region-destabilizing militias; engaging directly and indirectly in terrorism; repressing and killing its own people; proliferating missiles to proxies, which are then used against innocent merchant seamen; conducting cyber operations against businesses globally; taking hostages; and advancing myriad nuclear weapons-related activities. Diplomatic expressions of profound concern and hopes for a diplomatic solution have long since become little more than the formal equivalent of “thoughts and prayers.” The international community must move beyond ritualized concern and punish aggression through collective measures more serious than an academic tweet or the threat of another conference.
