Enugu claimed IGR of ₦406 billion in 2025 approx ~$290 million. Chinese EPC cost for coal is $600,000 per MW. $290 million would build at a minimum 300MW with grid connection injection substations. That excuse of "money no dey" doesn't hold up for 2026 Enugu.
