@Matthew021691 19 of the 20 clubs reportedly voted for it. In fairness, that was in 2013 so yes, Forest didn't vote for it, for example. But if a minimum of 14 clubs want it changed it will be changed.

A thread on PSR because I am getting wound up by the amount of people who’ve got this so wrong, lol! Firstly, the Premier League is a conglomerate of 20 shareholders- the clubs. PSR exists because Premier League clubs said so, drew up the regulations and voted for them.
