ICE agents are required to wear body cams during all enforcement actions, so why was he filming with a phone at all? Everyone involved in this incident seems to have acted carelessly.

It's not "body cam footage." It's footage from the phone the ICE agent was, bizarrely, carrying in his hand and filming with while in the middle of an enforcement action.
