Inès Mpambara, son alter ego féminin, semble prendre aussi un réel plaisir à rabrouer les ministres et à donner des ordres même au Premier ministre. Quand un chef d’État s’adresse à son gouvernement comme un sergent-chef à des bleus, on est très loin d’une gouvernance démocratique normale. Dans ce système, la loyauté personnelle et la peur de la disgrâce remplacent le débat d’idées et la responsabilité institutionnelle. Le fameux « deliver or step aside » (« délivre ou dégage ») est sans doute efficace à court terme. Mais il produit aussi de dirigeants terrifiés, conformistes, qui n’osent plus prendre d’initiatives ni dire la vérité au pouvoir. Au final, cette scène est fascinante parce qu’elle est authentique. Kagame ne joue pas la comédie du leader « bienveillant » ou « consensuel ». Le vernis du progressisme affiché se fissure, laissant apparaître l’ancien chef rebelle du FPR qui continue de diriger son pays comme une unité en opération permanente. Ça marche… pour l’instant. Mais quand le cœur sombre du commandant aura cessé de battre et de vouloir, que deviendra la machine qu’il a forgée dans la peur et la discipline ? Est-ce que tout s’effondrera, faute d’avoir formé des leaders capables de penser et de décider par eux-mêmes ?
