Well put @ymjoshi ... this is a problem across Indian cities - but yes, especially worse in Pune.
One key reason - lack of political and bureaucratic will!
Pune is the largest city in the country, which is not a capital city. Capital cities get some attention by the state governments, starting with the CM). Pune loses out here.
Plenty of examples across the past few decades across all areas of infrastructure and other large projects (airport, ring road, railway, highway, metro, buses, etc.) ...lagging behind other large (capital) cities.

#Pune needs more buses... I have been writing/tweeting on this topic for over a decade now.
The PMPML bus service for the Pune region needs better routes, better frequencies, better connections with the metro. Also better maintenance of buses.
Note - today, among large cities in India, Pune has one of the lowest percentage usage of the public transit bus service.
