They essentially have their entire rotation locked in and a core of young controllable position players

My take is that the share of the top 1% of the world (the "high-skill immigrants" that the OP is talking about) who actually decide to immigrate to the US aren't "the entire world." They are only the tiniest fraction of it.
And we're lucky we get them because they drive innovation and growth.
