On Wednesday, members of my policy team toured the Chain of Rocks Water Treatment Plant to see firsthand how some of the best tasting, highest-quality water in America makes its way to residents. Behind every glass of clean water is critical infrastructure—much of which is aging. Protecting our water means investing in the systems that keep it safe and reliable. This session, the BOA will be advancing legislation to increase funding for the Water Division and support the upgrades our city needs. I’m looking forward to getting it done.

The first week of budget hearings wrapped up this afternoon. These presentations will continue throughout the month of May, and after each, my office will provide context and highlight important programs. The Building Division enforces the City building code, issues building permits, conducts building inspections, demolishes vacant buildings, and enforces zoning ordinances. The Corrections Division oversees the City Justice Center. The Civilian Oversight Board (COB) reviews police misconduct, and prior to the state takeover of SLMPD, recommended actions to the police department. On Monday, the committee will hear from the Water Division, the Collector of Revenue’s Office, the Sheriff’s Office, the Medical Examiner’s Office, and the Information Technology Services Agency.

Another day, another budget hearing! These presentations will continue throughout the month of May, and after each, my office will provide context and highlight an important program that each department administers. The Office of Violence Prevention tackles crime at the root. Favoring a preventative approach to a reactionary one, the office uses youth programming and collaborates with community partners to bring down gun violence. The Department of Parks, Recreation, and Forestry maintains City parks, recreation centers, and our tree canopy. In addition, they oversee the Soulard Market and Brightside St. Louis—the City’s oldest cleaning and greening nonprofit. Tomorrow, the committee will hear from the Building Division, the Corrections Division, the Civilian Oversight Board, and the License Collector.

Today, the Budget & Public Employees committee began reviewing presentations from departments to consider their budgetary needs. These presentations will continue throughout the month of May, allowing the Board of Aldermen to make changes to the budget, if necessary, before returning it to the Board of Estimate & Apportionment for final passage. After each hearing, my office will provide context and highlight an important program that each department administers. The Planning & Urban Design Agency is in charge of city planning, design review, construction plan approval, code compliance, and housing assistance. The department oversees the Planning Commission, the Preservation Board, and the Office of Sustainability. The Public Safety Department is the largest City department, overseeing the Building Division, the City Emergency Management Agency, the Corrections Division, the Office of Violence Prevention, and the Fire Department, among others. Tomorrow, the committee will hear from the Office of Violence Prevention, the Fire Department, the Department of Parks, Recreation, and Forestry, and the Treasurer’s Office. On Saturday, while patrolling areas that had recently been hit with numerous car break-ins during the Cardinals game, undercover Anti-Crime Task Force detectives observed a group of juveniles that were acting suspiciously and looking into vehicles. Detectives stopped the group of juveniles in the 900 block of N 10th St., and a 14-year-old boy was found in possession of a handgun that was stolen from a car break-in the night prior. That 14-year-old was taken to the juvenile building where he was later released to a parent. The additional four juveniles were found in possession of rocks which could be used to break vehicle windows but were not in possession of any stolen items. All juveniles were transported to their guardians by detectives and released. Anyone with information on these recent car break-ins, or that may have surveillance video of suspicious activity, is asked to contact District 4 Detectives at 314-444-2500.

PHOTO: Attached is a photo received this morning from a resident showing the aftermath of last night’s disruptive activities at the surface parking lot at 1101 Washington Avenue. Young men were reported doing doughnuts in multiple vehicles between 9:27 PM and 10:48 PM. Several residents called police to no avail. The vast majority of space in the Washington Avenue loft district consists of residential lofts. Sustaining these historic buildings requires keeping them occupied with rents and values that outpace inflation. Without that, vacancies and physical deterioration will continue to erode the district’s street-level vitality. The Editorial Board is right about the stats—Downtown, and the city at-large, is the safest it’s been in a long time. That said, perception often lags behind reality, and statistics don’t provide comfort when people feel unsafe. So I also agree that elected officials have to come up with a solution. That said, I don’t agree with the Editorial Board that we need to invest more heavily in policing. The City does enough of that already. What we should do—and what we are doing—is investing in crime prevention and intervention strategies that we know work. Just yesterday, the Board of Estimate & Apportionment approved a budget that funds the Office of Violence Prevention, Right to Counsel, and Code Blue. These and other programs address the root causes of crime—youth violence, housing instability, and homelessness—prioritizing a proactive approach to a reactive one. stltoday.com/opinion/editor…
