The new “Flying Laboratory” will replace the DC-8 which retired in 2024. It will be used for sensor development, satellite sensor calibration, data product validation, and field studies to better understand earth system processes to improve models and decision-making.

Here's how to think about it. The EVA suit on Polaris Dawn was part of Dragon. Life support, power, comms, etc. flow through Dragon.
To build a true EVA suit, the suit must handle all of that. You're basically building a small spaceship. It's a real step up.

Maybe ask @SpaceX, seeing as they already created space suits able to survive vacuum for @rookisaacman / @NASAAdmin's first commercial spacewalk, and will need to develop suits for working on the surface of Mars?
I'm sure they can do it in less than 20 years, and for a lot less money.

And in case anyone was wondering, the SCA/747 was subsequently disassembled into 7 pieces & is coincidentally on display at @SpaceCenterHou. As cool as this was, the SCAs and shuttles are firmly earthbound, and Discovery is staying at Udvar-Hazy.
